mr. speaker. earlier today -- >> a third planned parenthood video surfaced with the content being video of a fetus being on a dish while senior staff uses rhetoric. stating. i think a per item thing works a little better just because we can see how much we can get out of it. americans are horrified about this which have eight states to launch investigations into planned parenthood. fg faith protestors are speaking out against this disgusting practice including a rally today in sacramento. in that state we have an attorney general leading a review of the group who filmed the videos using unborn babies as capital, totally fine. they are using their first amendment rights. the government must intervene. under federal law and california state law, the sale or purchase of human fetal tissue is a federal felony that carries a fine, a number still less than a salary of planned parenthood's president. these unborn babies we are talking about, we need to put a stop to this organization. the speaker pro temp

mr. speaker. mr. speaker, as a subcommittee chair in agriculture i'm committed to safe and affordable food. in recent years there's been increased interests in where food comes from and how it's grown. in my view, this is a movement that's long overdue. there's far too many americans removed from the family farm for generations. agriculture is the backbone for rural america and the success is critical for local economies and to deliver product every american needs on a daily basis. with a growing world demand for food and less americans engaged in farming, science and innovation have become essential components of agriculture and remains paramount to meet increased demands. aside from tractors, combines and physical technology innovation also extends to biotechnology. biotech ensures america will have the safest, most abundant and affordable food supply. as rural populations continue to increase, producing more food on less land will be an ongoing challenge but one that can be addressed through advance

mr. speaker. mr. speaker, most economists and financial advisors have recognized that families across the united states are headed towards a major retirement crisis. studies have shown that a majority of households headed by someone age 59 or younger are in danger of suffering from falling living standards in their retirement years and so the administration and this congress should be advancing policies to make retirement counseling, savings advice and investment services more accessible, not less. retirement planning, savings counseling and investment advice can improve the quality of life and economic stability of every american. yet, recent actions by this administration, however well-intended will make these financial services less accessible and less affordable to those who are in most need of them. by forever changing the rules regarding financial advising related to retirement accounts. mr. speaker, for years the community of financial advisors, including those throughout pinellas county and tho

mr. speaker. mr. speaker, i would also like to talk about some other positive things that this body has done here as we approach the august break. mr. westerman: this has to do with the v.a. since the scandal was brought to the public's attention last year, mesh of american have -- americans have become all too familiar with misconduct at the federal agency charged with helping our veterans. the house veterans affairs committee has held dozens of hearings -- veterans' affairs committee has held dozens of hearings. congress has enacted major reform legislation. the veterans access to care through choice, accountability and transparency act created a three-year program to allow veterans to seek care from private providers if they live too far from a v.a. facility or cannot otherwise get an appointment within 14 days. it also gave the v.a. secretary the authority to fire senior executives for poor performance and required a top to bottom study of the entire department to be completed within one year of en

mr. speaker. mr. speaker, responsible use and recycle of coal ash has the ability to reduce waste, provide construction materials and keep utility costs low. this past april the e.p.a. released yet another rule aimed at coal by mandating new standards for the disposal of storage of coal combustion residuals. as a result of this proposal, the house considered and passed h.r. 1734, the improving coal combustion residuals regulation act of 2015. this legislation codifies the final proposal rule while giving flexibility to the states to implement. specifically, h.r. 1734 will allow states to create and enforce their own coal ash recycling permit programs. it also sets up enforceable state permit programs while utilizing the e.p.a.'s minimum requirements that will protect jobs. states also have the option to make their requirements more stringent than the e.p.a.'s final rule if they choose. i strongly support and was happy to vote for h.r. 1734 and the responsible use of coal and coal ash. mr. speaker, rece

mr. speaker. mr. speaker, i want to make note that the highway program funding mechanism expires at the end of this month. it expires. it means it runs out of funding. voting against this bill causes the program to shut down, causes a decline, a dropoff in investment in our nation's infrastructure. right now we're seeing growth, we're seeing increasing demand. as the gentleman from oregon just noted we're seeing underinvestment in our infrastructure system. we've got to increase the investment. we've got to work hard to address the outdated funding mechanism that funds our current highway system. as was noted, we have lost value in the current funding mechanism. having a user fee is absolutely critical, but a user fee that ensures the level of investment that we truly need. this extension gives us time to re-create that. we have been using the same user fee for decades. a user fee with static figures since 1993 as was just mentioned, and a user fee that has conflicting federal policies that reduces the
