mr. speaker brown and mr. speaker scott. >> good morning. my name is sharon and i'm vice chair of the district 11 council and a 4 year resident which is located in the heart of district 11. i do not come forward to test by earlier because my neighborhood has never seriously been in danger of being split into another district. but i wanted to take this last opportunity to speak, to publicly thank the task force for not just listening to the public, but to actually hearing all the folks who came to testify. and for your commitment to keeping neighborhoods whole. for you reuniting the other neighborhoods that were split 10 years ago. i also wanted to thank the consultants and kay for all their work in getting the draft maps and the boundaries up on the website so quickly. and lastly i would like to thank any fellow council members who came to testify so passionately but respectfully for their neighborhoods in district 11. so far we have only lost population in those areas we all agreed to sacrifice to keep district 11 whole. it is an honor to s

mrs. brown. next speaker. >> the police are talking about community violence with any kind of authority. historically, the sfpd have exploited committed to violence in order to justify your own violence in our communities. it is ironic that the police would have the nerve to come into our communities and teach conflict resolution, right? i think you guys need conflict resolution. i think it would be an incredible use of resources. the overspending that we do on law-enforcement and san francisco could be beautifully spent on some type of conflict resolution training, some kind of sensitivity training. you are talking about having our kids not use guns on the street. i'd like to see the san francisco police do that. what you are seeing in our communities is what happens in any low income community. when you destroy the financial infrastructure, people start fighting over crumbs. that is what is happening. we are lacking services. this is not a problem the police can solve. i would like for the police to go home and focus on the violence that you bring into our communities instead of asking

the speaker pro tempore: the gentlewoman is recognized, without objection, for one minute. ms. brown: thank you, mr. speaker. i rise in opposition to the republican do-nothing congress. with all the problems we're having in our nation's transportation and infrastructure, we had a full committee meeting today on amtrak, food and beverage service. we could be talking about critical rail issues that we left out the surface transportation bill like positive train control, the railroad rehabilitation improvement financing or the freight congestion plan. or we could have been talking about real debt reconstruction of amtrak. we could even have gotten crazy and talked about how we were going to finance future transportation bills. a markup on a water resource development act. or if we really wanted to talk about food, we could have had a hearing on the repeat instance of meals being placed in airplane sandwich. or most important, we could have a hearing on the near fatal plane collision that happened just two days ago in washington national airport. but once again the republican house -- i yield back the
