before planning staff, before mr. starr goes through phase two of the so-called northeast zoning legislation, i want to give a quick overview of where we are procedurally which i think would be helpful. you saw a version of this document when i was last mere in march but i want to hand out this one-page document which describes the various ordinances this legislation is broken up into and i can tell you about where we are so if i can give this to -- and i do have copies available if any members of the public would like some, as well. and again, this is really an only slightly modified version of the phasing plan, the status update you received in march. right now, our office is working closely with the city attorney. we recently received a transmittal from planning, the planning commission, planning staff, on the phase one components of the legislation and we are revising the ordinance and breaking it into these four pieces as discussed in march and expect to introduce that at the board either this coming tuesday or potenti

i would like to thank mr. starr and ann marie rogers from the very beginning of this process and supervisor wiener for taking leadership and his staff, mr. powers, who was able to process a lot of the concerns and amend this legislation to address the concerns that were raised in the past couple of weeks among the many members -- i believe it was telegraph hill association and a couple of other individuals. we may see some trailing legislation. i received a call for members of the upper fell more, so we will be discussing that with a supervisor farrell. policy does not happen in a vacuum. certainly it did not in this case. it was a response, in response to actual hardships endured by small business entrepreneurs and i think san francisco sees i think san francisco sees itself as a city that values

it does serve important functions and purposes that mr. starr does outlined in his report. the legislation did go through appropriate review by the department staff. it has been subject to that. commissioner moore: i would like to be practical. what is occurring here is a very good informative discussion. if i am approving what is supposed to become legislation, too many conditional, we have to fix this or clarify this, and so on. i'm not a lawyer but i know when i am supposed to sign at the bottom line. i have read the small print, the lawyer has reviewed all the ins and outs and i am comfortable supporting it with the qualification i am not one of them. i'm looking for the department thing the experts. they themselves seem to be responding to the questions from the public. we have to fix this or look at this and if it is not ready for prime time? i am interested in doing what you are describing. the work before me does not justify me to support it. commissioner antonini: i think there was -- a part of the legislation dealing with turning out the lights. on signs in busine

fact i think he hasn't been a very interesting picture person until very recently largely thanks to mr starr but i in fact had the opportunity to meet him in london at the last performance of the coast of utopia there the what they called a marathon performance for all three of the players were played together it was a fascinating seven hours and something that i think is even a little more than yeah you you go to the theatre about noon and you get out about eleven and i think of a great. it's quite quite an experience but it's and isn't well known hasn't been but it's becoming more so i think largely due to this play. of course he played a large role i think in russian history in there and in fact in the russian revolution but it's not well known especially in the west now that it's changing i'm hoping it's changing permanently will see this two hundred anniversary is going to be attended by. today this may affect this afternoon by perhaps two hundred people which maybe fifty will be relatives of parents coming from various parts of the world mostly from western europe and the united states

mr. edwards, matthew edwards, joining us an eyewitness to the scene. barbara starr is standing by. what's the latest at the pentagon on what happened and how this happened? >> well, an incredible scene that we watched unfold during the day happened when the training flight took off from the oceana naval air station. by all accounts it ran into trouble very quickly because it crashed into the apartment building about two miles from the runway. so the working assumption is it did not achieve significant altitude before the pilots realized they were in trouble. leading them -- forces them into an ejection potentially at very low altitude. pilots as we have talked about, very well trained to try and steer their plane away from populated areas. but these two may not have had any choice. we have the witnesses reporting flames under the plane. we have reports that fuel was coming out of the plane and the initial indications from the navy are that was not fuel dumping, but rather part of what this catastrophic malfunction may have been in the plane that led -- that led to the fuel basicall
