mr. stearns. >> thank you mr. chairman and let me compliment you for bringing these two committees together. i think this is fabulous. i've served on the veterans committee for 24 years so i think this is the first and i think it's a very good idea. mr. panetta and mr. shinseki, welcome. i'm going to ask you some of the basic questions that the gao has reported that it basically takes 200 days with a 68% accuracy to address the current backlog. we are hoping, i think the timeline is 2015 to get to 100 days with 98% accuracy but the question would become, how can you do this if wesley almost 700,000 new servicemembers are coming in? i mean come on now, how are you going to do this with 700,000 new members, new veterans coming in? how are you going to cut the backlog and have an increased accuracy by 30 or 40% and i will start with you mr. secretary. >> we are in the process of piloting now with the veterans benefit management system. the first automation tool we have had in va we are still paperbound today. all the

mr. stearns, one minute. the speaker pro tempore: the gentleman is recognized for one minute. mr. stearns: i ask to revise and extend. the gentlelady from california knows full well. she serves on the energy and commerce committee. all during the markup of obamacare, we had an alternative energy plan. i'm proud to co-sponsor of this bill to repeal the affordable care act, obamacare, because the act is not affordable. cutting half a trillion dollars from medicare to pay for new spending is wrong. savings in medicare should stay in medicare. how severe are these cuts to medicare? the chief actuary for c.m.s. reports that 15% of hospitals will be unprofitable within 10 years. these cuts can endanger the viability of a hospital system and jeopardize the health care available for seniors. now, we have a whole alphabet soup of new agencies that are created by this monstrosity of law. let me tell you, the independent payment advisory board, we all know what that's going to do. research outcomes, cciio, oversight insurance customers, set up all the exchanges. the preventive health care com

mr. stearns: and what confirms is there's flaws in the law. c.b.o. reports that $1.6 trillion program will cost individuals and businesses $5 billion more than was initially estimated. c.b.o. says that the health premiums that they already predicted would increase by $2,100 now will increase even more. c.b.o. estimates that 11 million people who currently have employer-based coverage will simply lose their health plan. the president said we could keep our coverage but under the law employers are dropping coverage and premiums are simply increasing which drives up the cost of health care for everyone. and remember, this historically, the c.b.o. greatly underestimates their analyses. we need to repeal this law and replace it with commonsense solutions that simply increases competition in the marketplace and places the consumer, not the government, in charge of health care. the speaker pro tempore: the gentleman's time has expired. for what purpose does the gentleman from new york rise? without objection. >> madam speaker, a number of former employees i
