steven rose our guest wrote this piece "miss placed no stat gentleman for the good old days," are largely based on myth. mr. rose, so explain the myth that it's based on. >> sure. there's two ways to look at it. number one is the kind of rose-colored glasses in which we look at the past. as they say, things are worse today than they were in the past. so a lot of people evoke the '50s and the '60s as a time when somebody did this and everything was fine. in 1960 the overall poverty rate was 22%. the elderly poverty rate was 35%. while women made half of what men did and blacks made half of what whites did. so it wasn't so good old days. the comparable figures today is the overall poverty rate is 14% to 15%, the elderly poverty rate is 11%, and men -- women make 75% of what men make and blacks make 75% of whites. so the whole notion of how bad it is today relative to how good it was in the past has problems, especially when you think about if you go forward even in the '70s there was stagflation. so that's number one in the past it wasn't so great. >> so are you saying that we have progressed? that we are be

mr. president. that's because this is national police week. earlier this week i had the chance to visit with a police officer by the name of gregory stevens of the garland, texas, police department. now, garland, for people who are not aware is a city just northeast of dallas, texas. and around this time last year, it was a site of an attempted terrorist attack. there was a display of some artwork of the profit mohammed that provoked a terrorist attack, but fortunately officer stevens was the man in the right place at the right time when it happened. many of us remember that fateful day last may when two armed gunmen from phoenix, arizona, clad in body armor with automatic weapons pulled up to conference center and opened fire. according to media report, the attackers were inspired by isis, the islamic state. this is actually a real problem because this, like the shooters in san bernardino, these folks hadn't actually traveled to syria, although the san bernardino couple had been i believe in saudi arabia, if i'm not mistaken, had traveled overseas. but these people were basically radicalized in place by the ideology of the islamic state. of cou

steven moore. your relation to the donald trump campaign -- there is talk you and another person looked at his tax proposal? >> guest: larry, a famous reagan economist met with mr. trump about a month ago at his tower in new york and talked about his tax plan. he asked us for advice about how to, you know, improve it. so we have been working a little bit with him to try to made modifications on that plan. he has a pretty comprehensive overhaul of the tax system and people are starting to focus on it. >> host: give us elements of the current plan he has and as far as you can see the needs for improvement. >> guest: it is a pretty comprehensive plan. if you pay taxes now you will get a tax cut under the trump plan. he would reduce the tax rates. i am an old kind of pro-growth, supply side, i do believe tax rates matter and i believe donald trump does as well. if we can bring the tax rates down and broaden the base, you can make the taxes more efix -- efficient and pro-growth. most small businesses, pedro pay taxes at the personal income tax rate, but the corporate rate, so you will be helping small businesses. one of the most important changes donald trump would
