mr. taylor there's been talk about community awareness community policing. this is nothing new. we've known that there have been a lot of issues in the past that need to be addressed from a neighborhood level. but somehow we have not been able able. want to do neighborhood community awareness to actually doing it. a lot of tensions arise between local law enforcement groups or community groups. this is nothing recent. this has been ongoing. what have we changed? versus the northern part of california. >> ma'am your question is a good question. i think community policing is community policing. it hasn't changed in 20 years that i've been involved in community policing. it's the outreach that happens with people who are from the community. so that you build partnerships. i dare say it happens in diverse communities and majority communities. it has to happen the same way. you have to build a relationship. >> a trust. >> and the trust. and part of -- secretary johnson has spoken eloquently about this. he goes out to do his community engagements, he's met with skepticism. he receives

mr. taylor is the director for nutrition services has been -- we don't have exceptional resources. he's been able to improvise and do what he needs to do but he's been so inspirational to me. i have visited his facilities. he's used the buying power of the school district to support the local farmers in the area. the food is fresher and therefore more appealing to the young people. he's strategized in terms of where he puts the salad bar. by the way, implemented salad bars in nearly all of the schools and he put it is salad bar first so that the young people have a chance to make healthier choices first and just that simple innovation of one -- well two innovations. the salad bar and where you put the salad bar f. you all the students are filing past the salad bar first they're going to make choices for healthier food first. >> cornell school of nutrition has put together a series of steps similar to what you have outlined in terms of placement. even if you name the vegetable, we found with elementary school kids, if you name carrots x-ray vision carrots that encourages kids to try

mr. melber: the first obamacare case? ms. taylor: yes sorry. the court upheld the first part of the three leg it stool i described. but the court struck down the mandate under the affordable care act. i fear that the pendulum has swung so we not only not have an activist course -- court looking at social ills and use the law to address them but is standing in the way of efforts by publicly elected officials to name and address social problems. mr. melber: you are also putting your finger on a looming inconsistency. in the first obamacare case, the notion of having high demand on states to get money was considered coercive. in this case, they could potentially reinterpret the statute to deny funds. if that was the scheme, that would also seem course of. that is a lot of hypotheticals. ms. taylor: it is a problem for down the roads. mr. melber: we look for more problems as attorneys. for three cases of this complexity, really wonderful. you guys are really good at this. let's go to the mic. please introduce yourself. comments are fine, questions
