mr. thompson: mr. speaker, i rise in support of the small business health care relief act and i want to thank dr. boustany for working with me on this bill, as he pointed out, it's an important bill that will help a lot of people, business owners, workers, and families. the bill that we're considering today is a result of more than a year's worth of close collaboration between stakeholders and policymakers. it's bicameral, it's bipartisan, and it's supported by dozens of small businesses and small business organizations across the country. our small business health care relief act would allow small businesses with fewer than 50 employees, those companies that aren't -- not required to provide health care, to offer tax preferred health reimbursement accounts or h.r.a.'s. the h.r.a.'s can be used to buy health insurance in the individual market, or pay for qualified health expenses if an individual already has coverage. historically small businesses offered these funds to employees in lieu of group healt

mr. thompson: i will yield. ms. delauro: the supreme court upheld connecticut's law that bans assault weapons. so for the first time i think we have that on our side as well. mr. thompson: you're absolutely correct. took action that validated connecticut and a number of other states' actions that they've tried to make communities more safe. and you can go back further than that. in the landmark case, the heller case, d.c. vs. heller, the u.s. supreme court said -- and this should put people who thinks we're coming to get your guns at ease -- the supreme court stated that it is an individual's right to own firearms. justice scalia in his dissenting opinion stated that government has a right to regulate firearms. i think specifically pointed out in school environments. so for those who say we shouldn't have any guns, well, sorry about that. the supreme court has spoken. you have a right to own guns. for those who say we shouldn't have any regulations, sorry about that. the heller decision says we do have a right to re

mr. thompson, for five minutes. thank you, mr. speaker. mr. speaker, i join my colleagues in praying for the victims and the impacted families from saturday's terrorist attack in orlando, florida. this terrorist attack serves as a reminder that we must do everything possible to defeat those who inspire hate and we must eradicate isis before other incidents occur. mr. speaker, over the past two years alone 73 american lives have been taken by acts of terrorism here at home. in the united states. mr. speaker, the first duty of american leadership is the safety of our citizens and our families. when american leadership fails, ur citizens pay a heavy price. mr. speaker, i rise today in recognition of the 100th anniversary of the farm credit which was signed into law through the federal farm loan act of 1916, and was created to be a source of competitive credit for those who live and work in rural america. today the farm credit system plays a vital role in the success of our rural communities throughout our 50 states and in puerto rico. providing m

mr. thompson: thank you very much. i'll give you a real clear-eyed assessment on who this shooter was in the latest tragedy. he was someone who shouldn't have had access to firearms. plain and simple. and the list of folks who fall into that category as which know are pretty long. 30 people a day are killed by someone using a gun. we've had large-scale massacres such as what happened in orlando have happened more often than any of us want to think about. and our response, the congress of the united states, the people's house, our response has been stand for a moment of silence. we've had over 30 moments of silence since the tragedy in sandy hook. we've had moments of silence ad nauseam. but i think what we haven't had, we haven't had one single vote on any piece of legislation to address the issue of gun violence prevention. we've not had one single vote on any piece of legislation that tries to make sure we do everything possible to keep people who shouldn't have guns from getting guns. it's an embarrassment. it's an

mr. thompson: mr. speaker, thousands of americans lose their lives every year across communities of all sizes to a terrible epidemic and that is substance abuse. it steals lives, steals futures, tears aparts families. i rise to commend the efforts of a constituent of mine, dennis hindle who lives in elk county in pennsylvania's 5th congressional district. he is the owner of laurel media and after seeing the effects of opioid abuse, the commonwealth of pennsylvania and areas such s elk county, dennis was compelled to act. he set up a telephone hotline to fight back against drug use in communities across the region. the hotline is anonymous, strictly confidential and being administered by the municipal drug task force. he is offering $1,000 for any information that leads to an . se -- arrest or conviction in addition to the hotline, he is organizing a series of anti-drug meetings across the area. the latest meeting in the community of ridgeway drew a crowd of 300 people all interested in taking their tow

mr. thompson: thank you, mr. speaker. tomp -- mr. thompson: thank you, mr. speaker. today i rise in recognition of the 100th anniversary of the boy scouts of america charter. presidents would row wilson signed the law -- woodrow wilson signed the law for the bioscouts of america. i spent more than four decades in scouting as a scout master, council executive board member and council president. my own scouting experience, i was honored to become one of just 2,000 people since 1969 to receive the national distinguished eagle scout award. it was my experience in scouting that first sparked my interest in public service. in the vein of the bioscout motto which urges us to do our duty to our country. in 2013 there were more than 2.6 million members of the boy scouts of america. at a time when -- which has in many ways been highlighted by a decline of volunteerism, i know that our nation's future is in good hands with these young men and young ladies. it is my hope that this wonderful organization continues to contribute to the lives of youth for generations to come. thank

mr. thompson: thank you, mr. speaker. mr. speaker, i rise today to congratulate members of the daughter family in clinton county on the 65th anniversary of their farm which they celebrated earlier this month. the daughter farm was founded in 1951, when paul and jean daughter started with just 15 dairy cows and 147 acres. their hard work paid off since today the farm includes approximately 950 dairy cows and about 3,000 acres of land, which provides for a harvest of many different crops. the farm is now in its third generation. members of the daughter family are proud that the milk from their farm is sold locally. in fact, it can be found on the shelves of grocery stores just miles away from their farm. as maybe of the house agriculture committee, i know how important farming is to not only pennsylvania's economy, but to our nation. and it's wonderful to see family farms that are being passed from generation to generation, feeding their communities, our nation and the entire world. i wish them continued success and prosperity

mr. thompson: thank you, mr. speaker. mr. speaker, i rise today in recognition and memory of a young man, recognition of a tragic loss of a 19-year-old coy lots, a young man from pennsylvania, who was killed in a new jersey rodeo accident. he was a four-time national qualify earn two-time pennsylvania state champion in high school rodeo associations. he was also a 2015 graduate of the central pennsylvania institute of science and technology. he continued his education at the university of tennessee, at marton, where he was major in criminal justice. at the university of tennessee, he was also pursuing his passion for rodeo. fog his death, the university's rodeo coach said, quote, even though he was only here for one year, his impact will always be felt here. he was a superhuman being who always took care of his business. it's hard to imagine why something like this had to happen, but we have faith that god is in control, end quotes. my thoughts and prayers remain with the family, including his parents, along with his sisters.
