mr. tierney for his opening statement. >> thank you mr. chairman. professor warren let me welcome in thank you for your dedication to the american consumer. i think you are doing an excellent job. the cost of a lack of regulation certainly is clear to all of us and culminated in the recession we have been suffering through for some time. it is amazing that some people in both branches of this legislature seem to be attacking entities set up to be the champion of the american consumer and the taxpayer. some seem bent on sabotaging dodd-frank, consumer taxpayer protections in order to cover for the wall street banks who most america believe wrecked our economy, got a taxpayer bailout sometimes too, felt nothing of value for america except for financial recs that ended up soaking the american public. it there has been too little legal, moral or financial reckoning by these wrongdoers and frankly the lack of accountability of ms. greed and misdeeds is stunning. i want to add some comments to reiterate what the ranking member talked about in terms of for

mr. tierney: i thank the chairman. mr. chairman, this amendment is relatively straightforward. it ensures two important army corps of engineer accounts, construction and operation and maintenance, will be funded at last year's level. i certainly understand that the committee was challenged by the allocation it was allotted and that was $1 billion below fiscal year 2011 and nearly $6 billion less than the president's request. despite that, i appreciate the chairman's added $195 million to the president's budget request for the army corps of engineers, he's to be commended for that. unfortunately i think that congress can and must do better. according to the army corps, we have 59 ports and harbors that carry about 90% of our economic activity in this country. 2.2 billion tons of cargo and $1.4 trillion in commerce. in testimony before the senate committee last year, an official for the united states chamber of commerce discussed the importance of our ports, inland and coastal waterways, to america's businesses. this is what the official said. he said the business community from

mr. chairman and ranking member tierney. my name is mr. parker and i'm inspector of the k-9 unit and i'm here to speak with you about what dogs can do to protect airport with airport security and detect explosives. dogs do not de prosheyate like machinery does. their skill level will increase with experience. perimeter security is of great concern to airports and transportation administration. many surveillance and camerasal protect their perimeter, but the problem is if nothing appears on the camera you can't assume nothing is there. someone has to respond and make sure no one is hiding from the camera. a well-trained law enforcement officer with a well-trained patrol dog can find and address that immediately without waiting for backup. on september 11, 2001, we used explosive dogs to sweep airport terminals, the dogs were use to the sweep in the morning and in the evening when the terminal closed. i saw a real surge in interest in k-9 capability after 9/11. people realized dogs are effective in crowded environments. amtrak trains are ran
