mr. tiffany of wisconsin. the chair: pursuant to house resolution 723, the gentleman from wisconsin plrks tiffany and a member opposed each will control five minutes. mr. tiffany: my amendment would prevent the enforcement of several arbitrary, self-imposed state department restrictions that limit communication and cooperation between u.s. officials and counterparts in taiwan. this amendment is similar to one that was adopted earlier to the department of defense appropriations bill. as i discussed then, these restrictions are not required by any provision in law and put in place at the request of china. make it difficult for u.s. officials to travel to taiwan. in essence, these guidelines are designed to prevent and limit high level, bilateral cooperation. not only does this make little sense, it is indirect conflict with existing laws for expanding cooperation such as the taiwan travel act. mr. speaker, a state department memorandum should never trump the laws we pass in this body or outsource american foreign

mr. tiffany. >> mr. pizzuro, as child china material has become more prevalent, we become more aware of ai and images that are false or real. will this become an issue as it relates to child sex abuse material and do you have any recommendations? >> yes. when you talk specifically about ai and with generative ai, i can do two things. one, i can actually basically mimic a child in order to groom people and secondly, now with ai, i can technically create my own victim in my household. so we are a year away from being able to take a victim and a lot of child sexual abuse happens in that household. so now i can create an exact victim or replica of my child, the way ai is going. so we need to have some sort of regulation for that for how we are going to implement restrictions and how it's used. as an example, chat gpt, if i went in there and searched how do i exploit a child, it doesn't give me an answer. but if i say i'm doing a research project on how children are exploited, it will give me that information
