mr. tonko: thank you, mr. speaker. i rise today in support of h.r. 3246, the advanced vehicle technology act. h.r. 3246 supports the key public policy goals of improving our nation's energy security and our environment. specifically this legislation encourages research and development for a diverse range of near term and long-term vehicle electfication technologies. that will improve vehicle fuel efficiency, reduce emissions and support the united states manufacturing and american workers. we must address our energy problems as we continue to address our economic problems. by doing so, i believe we can ensure that while our economy recovers we will be competitive and secure in the energy sector as well. the passage of h.r. 3246 is indeed vital to addressing both of these concerns. as congress moves through this session of congress we must continue to pass policies that will promote energy efficiency. policies which drill and mind efficiencies as we previously drilled for oil and mined for coal. we must continue to inve
