mr. torres, mr. harlan kelly, i am angela armstrong with the hunters point cultural center and i want to take everybody back to 1968, the city built space at 100 circle for bayview-hunters point for the cultural center. city planning is having a survey done on historical sites and people in san francisco african-americans and we have problems with the city planning department how they were asking us about our story. so we attended a meeting and we have attended meetings with mr. kelly's staff at our churches and we have met with the commissioners at the water department. no one ever mentioned the funding was going through the art commission. and we could have alleviated a lot of the headache and pain and the disappointment that dr. jackson is feeling is just unbearable that she was not given a little head's up on where the money was going from 1968 until the present, the hunters point art gallery and cultural center has been active in bayview-hunters point. we have never received any funding and we a

mr. torres? >> the current process we have here, mr. manager that if i'm a contractor and i want to apply for a contract with the puc and i feel that i have been unfairly treated or the competitor shouldn't have gotten the bid, i should have gotten the contract, who do i go to appeal? >> this is a construction rfp which is different from a grant. in those situations we have spelled out in the contract or the rfp or bidding process, a process for an appeal. it's sort of a due process. we have that in our contracts and they have opportunity to meet with staff, to resolve those issues or they actually have the right to come to the commission and be heard when you apply on the issue. >> i know that francesca have had non-profit experience and now dealing with the stem cell agency. even though we think scientist are pretty smart folks and we have a process and very detailed appeals process because the industry pharmaceuticals are upset because most of the funding is going to stanford and for a lot of reasons and not so much the science but a

mr. torres. our job squad folks work within our 25 neighborhood commercial districts, but extend themselves out to other areas where needed and manish and francis will tell you about that. manish and francis have been spending an extensive amount of time in our neighborhood commercial corridors going door to door to businesses and did a brief review of their survey analysis to the small business leaders at the meeting with the mayor and thought this would be a good opportunity for them to inform you of their findings that they have done in their surveys 'cause they've covered a lot of miles in conducting this and so just as we hear from other business organizations, i felt it was very important for you to hear the feedback that they have collected in doing their door to door outreach to our businesses and neighborhood commercial corridors. with that i'll turn it over to manish and francis. >> thank you for having us here today. my name is manish goyal and this is francis chan and together we make

[ laughter ] >> there were a lot of bases here and a lot of people could do pipe fitting and electrical work and they had excellent training programs for young people who developed those trades, but now they are all gone. and the technical hands-on competence in san francisco is very limited. at the time of the earthquake in 1989, i had my job as chief of operations and maintenance at the presidio for three or four months that included responsibility for all utilities. and i shortly after the earthquake, i told my boss who was sitting around and said, hey, randy, who is in charge and he said you are. i said oh, you know? it was not in my job description, but it was up to me to find out there was a lot of hissing going on and what water breaks and gas breaks and how to restore electrical power. ed at that point i rented out a type writer to write out plans because if another earthquake, i didn't want to get stuck as the fall-guy. i realized in preparing for a disaster you have to have a plan in advance and i was
