mr. udall: thank you, mr. president, for the recognition, and i just want to follow on the comments by my good friend, senator shaheen, with regard to kay hagan. we came in the senate together, senator shaheen, we were all in that class of 2008. it was a big class. we traveled extensively with kay hagan. we got to know her very well. it was really good to hear. i talked to chip on the phone, her husband, we call him chip, it's charles many he told me -- charles. he told me up to the very last, she was extremely busy. they were traveling around north carolina and were busy and had a special visit with vice ve president biden before she passed away. our heart goes out to the family, the three children, and we very much miss her and will miss her a lot. we've missed her a lot in the senate, we're going to miss her. so at another place in the record, and i'll put in a more extensive statement about kay hagan, i'd like to do this in another place in the record, mr. president. i rise to oppose the lee amendment and

mr. udall: mr. president, thank you very much for that recognition.ast month, both the senate and the house -- both the senate and the house of representatives resolved on a bipartisan basis to terminate the president's declaration of a national emergency along our southern border. i was proud to lead the charge before this body to terminate that declaration, a declaration the president is using to raid congressionally appropriated military construction funds to build this border wall. plain and simple, the president's emergency declaration is an end run around congress' spending powers and the constitution. last week, a federal district judge has agreed and concluded the president's declaration is, quote, unlawful. article 1, section 9 of the constitution could not be clearer. it reads, and i quote, no money shall be drawn from the treasury, but in consequence of appropriations made by law. the founders gave congress the power to appropriate. the power of the purse. this is one of the most consequential powers. congress has this power to make sure de

udall. >> thank you, mr. chairman and thank you both for working hard to get us this hearing. appreciate your service both of you. i want to be up front. i had major concerns with our syrian deployment when it began under the prior administration and i opposed the decision to recall a the kurds and other groups in syria, for one this deployment in action was not authorized by congress. i voted for the 2001 authorization and never dreamed it would be used to justify u.s. forces deployed in the middle of a syrian civil war 18 years later. in addition this deployment caused obvious risks of entangling us in a situation where there would never be a good way to get out. the turkish concerns with kurdish militants using syria to launch terrorist attacks against them was not going to go away so the problem we face today was foreseeable. what was not foreseeable was the strange and sudden way this withdrawal was carried out. our troops had to withdraw very quickly, placing them at increased risk to enemy or inadvertent friendly fire as they departed. now the russians are broadcasting
