up up i thank the -- mr. upton:, i thank the chairman. this fully offset package represents access to health care for 40 million seniors and going to give seniors the peace of mind knowing that their trusted physician will be there when they need them most by securing payments to physicians. since its passage back in 1997, s.g.r. has bred uncertainty. seniors are wondering if their doctors will remain available for consultation and this is no way, no way to keep americans healthy or run a health care system. so members on both sides of the aisle believe that the s.g.r. is broken. our energy and commerce committee, myself with mr. waxman, we voted 51 to nothing which would permanently repeal s.g.r. and replace it with a system that promotes the highest quality of care. while i'm disappointed that we didn't repeal s.g.r. this year, this tonight is a step forward where we will continue to work at a more complete solution. to fix the offsets. i look forward to working with my colleagues on all the committees to get it done in a bipartisan way

mr. chairman, i first want to thank you for holding this hearing, earn chairman upton, and ms. ky and mr. waxman for agreeing to do t i want to thank our witnesses. this is a serious issue that has a lot of ramifications for the country. when i first got elected 30 years ago, there was no such thing as the internet. you could actually still send a tell gram -- telegram. i told about flying up here on american airlines this morning. members of congress still got two paid roundtrip train tickets to their district. ok. the world was completely different. if you wanted to make a bank deposit, you had to literally go to the bank. if you wanted to go to the doctor you had to literally go to a doctor's office. everything had to be done in person. now we have the internet and iphones and ipads and apps and all these things. just about the only thing you can't do anymore on the internet is play poker. and that is changing. as ms. schakowsky has pointed out, lots of states are eginning to allow intrastate poker and/or other games of chance. only two states in the union don't allow within
