mr. van holland. >> thank you, mr. chairman. i twobt join chairman ryan in welcoming you back, mr. secretary, to the budget committee. welcome, general dempsey. welcome secretary hail. i thank all of you for your dedicated service to the united states of america. i want to extend the appreciation to our men and women who serve in the military. our country is secure and free because of the sacrifices they and their families make every day. along with the state department and intelligence community, we deserve a great deal of credit and the important work they have done over the last many years. we have successfully redeployed our troops from iraq. captured or killed countless terrorists actively planning attacks and greatly diminished al qaeda's cape acts. we forged a coalition that helped the people of libya and dictator gadhafi's brutal 40-year reign that included the lockerbie bombings that killed innocent americans. we must continue to support the strong military that is second to none. and as president obama made clear, the size and structure of our military and defense budgets

mr. van holland will make his opening statement after which the majority will use the remaining time left in its hour and then the minority will use the remaining time left in its hour. next, we will have a staff walk-through in which members can ask questions that they may have with trop the chairman's mark. after the staff walk-through, we will proceed with amendments. i think we 30, with the structure that we've worked out with the ranking member. i will describe that process in more detail when we get to the amendment process. most members are not familiar thtiring. tiers thi point, before makingr opening statements, i would liky have. >> thank you, mr. chairman. n't this particular moment other welcome again all the members on what is going to be alogoing to- a big debate today. and if the this committee is an indication, i think we will be pois in a way clear and draw contrasts but do so in a civil way. why don't we get on with business? >> absolutely. for 2013 s good. budget to be here with my house budget committee colleagues and i'm proud of all the work they have put into this.

mr. van holland. we clearly have a serious long-term problem in this country with rising health care costs. it impacts a veteran who served our country, who relies on tricare in highland hills. it affects a senior who requires skilled nursing home care in thousand oaks in northeast san antonio. it impacts someone who has nothing but medicare to provide their health care in san marcus. and it affects people across this country, but the fundamental question that mr. ryan's republican budget presents today is whether the solution to that rising health care cost is a problem that impacts so many americans, is to shift more of the burden to the seniors, to the most vulnerable, including our seniors in nursing homes if that will solve the rising health care costs. and i think shifting from the taxpayer to the senior is the wrong approach to take. now, we've heard from many of the commentators who have gotten behind mr. ryan's plan that he's visionary, and that anyone who doesn't agree with him is democrat g
