mr. van holland for three minutes. >> i thank you, and i want to join my colleagues in thanking you for your long time leadership on this issue, and you and mr. yarmuth for offering this amendment. you know, it was just last august when we passed the budget control act. and as part of the better job budget contract act we said there were things across the board cuts. and one of those areas we decided we should not expose to those cuts was the food and nutrition programs under the snap program. because at lease at that time there was a bipartisan recognition that when you're going through tough times, you need that assistance for food. that passed on a bipartisan bases. now, the irony is we're here now today on a measure to prevent the sequester from going into effect, and one of the ways our republican colleagues intend to prevent it from going into effect, is to cut the very food and nutrition programs that we decided would be off limits during this really tough time. and the reason we decided it was a bad idea to cut those programs was because of what you heard from my colleagues. because

mr. van holland. i want to get rid of corporate tax loopholes. but i want to do it the way we proposed in the republican path to prosperity budget. and that's massive tax overhaul. so that everybody is paying at a simplified, flatter rate, and we have greater economic activity out of this, and we have greater revenues to the federal government, because we have more people working and more economic activity. not because we have higher, more corrupt tax rates and a fatter tax code. we ought to be able to do the tax code in the same number of words we have the constitution done. so more -- again, more women's health care comes from a more robust health care system. that are run by -- that are controlled by consumers. not from a top-down obama care type of solution. where the federal government picks the winners and losers and who gets health care, who gets scarce health care and who doesn't. if you want to -- and which is going to cost two times more than was originally forecast. that's going to hurt women's health care. i want my granddaughter that

mr. van holland, taking a fair and balanced approach and requesting -- replacing the sequester. >> thank goes to the heart of the disagreement that we have in this committee and in this congress brought this. -- throughout this period. we propose to do it in a balanced and fair way rather than take the lopsided approach. we believe, first of all, that our budget needs to encourage and promote additional economic growth. we have seen the economy improved steadily. when the president was sworn in back in january 2009, the economy was in a total freefall. we were losing over 800,000 jobs per month. we were on a plummeting rate of gross domestic product. trillions of dollars in retirement savings have been lost compared to where they were in the year 2007. the deficit was projected at an all-time high. that is when the president was sworn in. since that time, through extraordinary measures taken by the president and earlier congresses and with the great resilience and steadfastness of the american people, we have been able to stop the freefall, turn the corner, and began the climb out of that
