mr. wagner. >> mr. wagner could >> do you need assistance with the computer? >> now i can probably-. >> could you use a pdf instead of the powerpoint? >> good evening, commission. greg wagner chief financial officer. so, we are here to present on the second hearing of our opposed proposed budget for fiscal years 16-18. so that is our update to our rolling committee budget for fiscal year 16-something the additional proposed responses for 17-18. as you know, the last hearing we discussed the initiatives required to meet our general fund revenue targets for the -will do this on the fly-the feast hearing at this hearing. we will talk about some additional initiatives were proposing to fund within our budget. were also meeting a requirement under the budget instructions. i want to look at some of these tables up here, but i want to just set in context a little bit what we are looking at today. as you know, we do have a rolling two-year budget. so, in last year's budget cycle we adopted a two-year budget to couple your fiscal years 15-16, the current year, and 16-17

mr. wagner on this same page on page 9 could you explain the use of priority of your research and when does that run out that is kind of where you are talking to try to balance this also. >> yeah. so in the real short answer is that we're still developing but that is going to look it over time this is the first year we've actually used the new policy so there is some things we need to decide to figure out how we're going forward the short answer we have at the end of the year last year, we had identified a couple of specific items that we had identified as risks the biggest ones were the reduction the capitated rate for medi-cal expansion population and this is about 167 $167 million and an associated i g t that rates had been going to i pack we had the fund retired we're drawing them out in fiscal year 2016-2017 to cover that shortfall in fiscal year 2017-2018 we are doing a similar we're taking a similar approach to draw fund reserved but we anticipate is that we'll be doing that in a one time basis and then resolving the issues that are underlying the needs to draw from reserves the budg

mr. wagner. >> michael becker director of veterans group. i'm doing a lot of housing and i want to echo more and more and more and more housing. 8,000 more housed. we need more and dream more than just a mat on the floor of an industrial shed. we need exit strategies. that is what we need. that is what we should fight for. i want to say that no one can deny the progress that was made with addressing chronically homeless veterans. it can't be denied. the city was able to take advantage though of some key federal subsidies, from the feds. and they were able to work together with a lot of different groups. there is a lot of different stakeholders. so i think that process, that planning process allowed us to house 136 chronically homeless vets in stanford hotel for instance on 250 kearny street. that is part of the a larger planning process and speaks to the recommendation that the department really needs to take advantage of all of the wisdom here in the room, and elsewhere, and not just like go into a backroom with usual suspects and come up w

mr. wirth did. we simply responded to the situation that was presented to us. >> sheriff wagner said back in 2014 they had the exact same call with wirth and no one was hurt then.. so going into yesterday's call they had no suspicion to think it would end the way it did. today the sheriff talked about a recent encounter wirth had with jefferson county sheriff's deputies according to a report obtained by denver7. >> wirth told an employee at an insurance agency something to the effect of i should just et my gun and shoot the first cop i see. sheriff's office there to alert them of those remarks and later that same day when clark county deputies tried to talk to him about it, he got tackled in the driveway of his home after he wouldn't stop to discuss it with them. >> you spoke to people who consider wirth friend. >> they paint an entirely different picture of wirth than the one coming to light saying plant they knew was generous and helped the homeless -- the man they knew was generous and helped the homeless. >> reporter: tim holland said it's difficult to talk about martin wirth of what happened. >>
