mr. wagner. >> good afternoon, commissioners. greg wagner, acting health director. the sb 1045 is a bill that was passed by the california legislature, and that is on the governor's desk awaiting signature. that is a bill that would create a new pathway to conservatorship, and it's something that we've been watching closely in the department. if that moves forward, that would provide a new tool for us to help get some very high need dual diagnosis individuals into treatment that they -- that they need and deserve, and that is something that we're watching closely. on september 8, the community health equity and promotion branch of the department joined with the mayor's -- mayor breed and her office and the department of public works for the love our city cleanup event. that was a citywide event in every district in the city to go out and volunteer to cleanup. there was a team of d.p.h. staff who joined and associated families and volunteers who went out and volunteered that day to go cleanup syrin

mrs. wagner: thank you, mr. speaker. and thank you, representative tipton. i rise today to speak on behalf of the bipartisan empowering financial institutions to fight human trafficking act. the international labor organization estimates that globally over 40 million people are victims of human trafficking -- were victims of human trafficking in 2016. it's obvious that in order to deter the criminals who enslave and sell human beings, we need to hit them where it hurts. their bank accounts. right now financial institutions are attempting to identify human trafficking activity, but many suspicious activity reports are based on false flags. financial institutions are largely left alone to determine what information is valid, without good, specific, verifiable, targeted information , financial institutions may wrongly identify people. -- people, overrespond and overtarget. or fail to recognize criminal activity. finding the traffickers who take advantage of our financial system can be a daunting task. we need to figure out

mrs. wagner: i thank you, mr. speaker. i rise today in support of working families across the country who are trying to make ends meet. as a mother, a grandmother and someone who employed moms and dads, i know raising a family is a great joy but can also be a great source of anxiety. children are a blessing, but raising a family introduces serious challenges and costs. in missouri, the average annual cost of center-based infant ,632. s estimated to be $8 that's $719 a month. infant care in missouri cost $634 more per year than in-state tuition at a four-year public college. and it is unaffordable for so very many families. according to a study published by the economic policy institute, a daycare center for two children, infant and, say, $17,940. ld, cost that's 102% more than the average rent in missouri. a typical family in missouri has to spend a shocking 30% of their income on daycare for their two children. in fact, it's estimated that the cost of childcare for two children exceeds annual median rent payments in every

mr. stivers: well, i was at dinner with ann wagner yesterday and she's a pro. she begged me not to spend in her race. she said she's got this. she showed me the polls. she showed me the problems in the poll. i know her internals. i feel really confident that this one-day p.r. stunt isn't going to change the fundamentals of that race and the fundamentals of that race are about the two candidates and ann wagner is known by her constituents. she's worked on human trafficking. she's led a life of service. she's been on tv, by the way, for a couple weeks. her internal staffer is good shape. i think she is going to be fine. it's not the ann wagners of the world i am worried about. there are folks that might be surprised. my key is to identify who those potential surprises are before they become a surprise and make sure they're ready. i've been talking to our members in those more -- what used to likely be republican seats about a year now saying get ready, the environment is going for challenging for everybody and you have to raise enough money. ann wagner -- i can't
