mr. wagoner. >> thank you, supervisor wiener. good afternoon, supervisors. greg wagoner, chief financial officer, department of public health. supervisor wiener covered a lot of the context in those introductory remarks, so, i won't belabor it, but i'll just go through a couple of numbers. the department of public health currently spends about $59 million per year on hiv health services, hiv prevention, and hiv epidemiology and research. as you can see from the table in front of you, those are variously funded through federal grants and local general fund as supervisor wiener mentioned that proportion has changed significantly over time, as the federal grants have been reduced to support those services and the city has stepped in. we are now at about 60% grant funded on hiv prevention and health services. a little history. this goes back much further than what we could fit on a single powerpoint screen, but to illustrate the point of the annual discussion that supervisor wiener mentioned, we've had for each of the past many years had reductions in our grants

mr. wagoner. >> thank you, mr. chair, members of the committee. greg wagoner, chief financial officer of the department of public health. we have a presentation for you on the two item on your calendar which we'll do together. we'll give you an overview of our budget proposal. it has been approved by the health commission. and then talk about some of the other issues identified including aca preparedness and staffing issues within the department of public health. and we have our team here to help answer questions. so, just a brief overview of our proposed budget. as you know, our mission is to protect and promote the health of all san franciscans for fiscal year 13-14 the current year, we have a $1.9 billion budget, [speaker not understood] laguna honda hospital primary care, [speaker not understood] behavioral health services and of course our county [speaker not understood] public health function. so, we have extensive operations within the department and we have the dual role of providing public health and also a direct safety net health service

mr. wagoner? >> yes. >> can i just ask? i know that a lot of the goals are to actively plan to comply with the affordable care act. could you just explain in understandable language what you mean by integrated delivery system plan and the delivery system reform incentive program, what do those mean? >> yeah, okay. sorry for the jargon. i'm starting to speak it fluently. so, thank you for the reminder. but integrated delivery system. so, what we mean by that and it's a term that has become widely used in health care, but what it basically means is that you're taking a lot of different elements of clinical service delivery and you're integrating and coordinating them. so, in the past, if you look at how our public health services grew up, we kind of talk about it as having grown up in silo. you had san francisco general hospital kind of on operating independently, laguna honda operating independently, behavioral health services operating independently. what we're trying to do is bring those all together and manage our health

wagoner here from sfo. welcome back. >> thank you, mr. chair. cathy wagoner from the san francisco international airport. the airport is seeking your approval for a new lease with federal express corporation for approximately 58,000 square feet of office in the warehouse space as well as, skew me, .151 acres of ramp space at sfo. [speaker not understood] one term for an option to extend for an additional 5 years. it carries a base rent of approximately $1.3 million per year for a minimum rent amount of $6.8 million over the entire term of the lease. as the budget analyst report does point out, the lease before you has less square footage than federal express's current lease at the airport. we understand from the tenant that they are reevaluating some of their own business practices and incorporating technology that allows them to have the goods spend less time in the warehouse. so, that in addition to them consolidating some of their region alpha sitsv explains why they are requesting less square footage than they currently have. that being said, airport is happy to keep federal express as a tenant at th
