mr. walz: thank you, mr. speaker. again i would like to thank the gentleman from tennessee, a leader on this. he has the institutional experience and knowledge and always gracious and i would have to say, you're going to find a lot of agreement from me on this. i certainly think that's the case. the american public deserves better. i think they deserve a debate like they're seeing tonight. they see a sense of respect that goes back and forth and frustrations get high in this house. but i keep thinking back to that . the immeasurable sacrifices that went into self-governance. it would be a lot easier -- i had a government tell me, there's too many members of congress. we should cut the numbers in half. i said, why think so small? get rid of all of us and have a king and won't have to worry about this messy democracy. that's not what americans do. we understand there's good opinions here, differences, strong opinions for the right things about this country. but we disagree on how some of those things should get done. at

mr. walz's question. it's been baffling to school certifying officials, for example, that we can get full eligibility and payment information for almost every other chapter except the post-9/11 gi bill that is and has always been accessible to us through the va interface that we use to report information to the va. it appears it's a combination of perhaps misplaced privacy concerns since we obviously are entitled to that information for every other chapter and limitations on i.t. systems that may have other priorities right now. but pretty soon this needs to become a priority or we will not be able to continue to do many of the things and provide many of the things we do on our campuses. thank you. >> thank you. i've got just a couple of other questions. mr. gunderson, you mentioned ecpi university. and it sounds like they're have a lot of success. i mean in -- is there something that they're doing differently that we should be paying attention to? and also, i think every one of us here would agree if the

mr. walz? >> thank you, mr. chairman. i'd follow-up on that. would it be your contention, mr. gebhart, if we change that and gave you that ability to go look at those things, that would help the situation? >> i believe it would. >> absolutely it would. no question about it. >> because this one, i think mr. braley did an eloquent job of explaining the frustration. this is fraud in this. i have to be very clear, this is to me the most despicable kind. preying on the veterans at the risk of their lives and seeing them as an easy target. i am cognizant about not painting with a gross generalization across every institution, but we have to find a way to weed these folks out. mr. gebhart, you said something i haven't heard yet. were you intimating that the public executions are worse than the private? is that the case in west virginia? >> in terms of paperwork processing, yes, i would say so. that doesn't mean they're educationally worse. it means we find more errors in those kinds of schools than in the private schools. at least that's my experience. i think mr. -- >> i share that.

mr. walz: thank you, madam speaker. the american public deserve better. they serve more from their congress. the sacrifices that so many millions of americans have given, whether it's in military service or the service of this nation to allow us to stand here and self-govern ourselves needs to be repaid with maybe the words of daniel webster above us up there. let's do something great in our time. the differences this nation has is what makes us strong. the differences of opinion. but compromise and common purpose is the glue that holds us together. if there is anything we can agree upon, it's that this nation should have a world class transportation system, to move people and goods in an efficient, effective manner, and we are sitting here not passing a transportation bill. we have never had this problem in this congress. the last five transportation bills have passed with an average of 375 bipartisan votes. we have a bill that passed the senate 100 days ago that passed with 74-22 in the votes. i'm not sure they could agree it's tuesday in the senate, an
