mr. waxman, is recognized for two minutes. mr. waxman: mr. speaker and my colleagues, the senate only passed this bill a couple of nights ago. and so we have now the opportunity to vote to take it or reject it. some on the other side of the aisle, republicans are saying we should reject the whole bill because of the tester amendment which exempts small farmers, producers and facilities. we didn't have that in our bill and i would have preferred that the senate not adopted that provision, but i don't think it's a reason to vote against this whole bill. this bill is a good bill. it is supported by the consumer federation of america, the consumers union, the national consumers league, the trust for america's health, the american public health is association. it's supported by major industry groups, the food marketing institute, the grocery manufacturers association and the u.s. chamber of commerce. now, i would assume that some big operations don't like the fact that small ones are going to be exempt. they're only exempt from a couple of the pro
