mr. waxman and mr. markey just said. if you have joe barton and mr. marky on a bill you cover the political spectrum not only of this committee but of a congress and i couldn't agree more with what former chairman waxman and current ranking member waxman said that privacy is not a partisan issue and i do believe as he said that it is time to act and hopefully this hearing and several others we already had with the testimony we hope to hear from our administration officials will lead to action in this congress. i am co-chairman of the privacy caucus and have been an advocate for privacy for almost 20 years in congress. in this year alone i have sent letters, most of them with mr. marky or mr. walden or others to facebook, at&t, sprint, the college board, act and even the social security administration questioning activities they have engaged in that appear to impinge on our citizens's privacy. i have also introduced h.r. 1895, the do not track kids act of 2011. this legislation has five important things. it updates the online privacy protection act of 1

mr. waxman: i hope the press and the american people are paying attention to what's going on the house floor. i know the news is all about raising the debt ceiling and all the cuts or revenues that might be involved before we can get legislation to do something that has been routinely done almost automatically done -- done, almost automatically done every year or two for decades, but what is happening on the house floor deserves the attention of the american people. this is the most anti environmental house of representatives in history. the new republican majority seems intent on restoring the era where there were no controls on pollution from power plants, oil refineries and factories. this year we witnessed weather disaster after weather disaster, there have been massive floods, recordbreaking fire, recordbreaking droughts and now recordbreaking heat waves yet earlier this year the house passed a bill that repealed e.p.a.'s scientific finding that climate change is occurring. it's caused by man and is a serious threat. we don't hear about the connection between these weather events and cl

mr. chairman, you're exactly right. there was only one no vote on that bill in the house. and chairman barton and ranking member waxman and a bunch of us , even the other bodies sat around for a long time trying to figure out what to do with this standard. i remember it so clearly. when we drafted the new standards what we decided was that determining total lead content was preferable to risk assessment. because what happened with risk assessment is it was dependent on a product by product determination which you couldn't do because of the large number of children's products in the marketplace. and so in addition, although with most chemicals, a traditional risk-base model can work. if you have persistent, accumulative talks, like lead, science demonstrated traditional models are inappropriate and exposures inevitable. and we spent a lot of time in that conference committee talking about what we do about bikes and a.t.v.'s and things like that. so it's not like congress never talked about these things. i think what we need to do now that we've passed -- and it wasn't one of these provisions slipped in in the middle of
