mr. waxman: mr. chairman, i listened carefully to the comments of the gentleman from kentucky, and i couldn't really follow a lot of it. after all, if the price of , that would oes up perhaps help the coal industry because the coal industry is not able to compete economically when the price of natural gas is low because if you're building a utility you might as well buy a natural gas. it's cheaper. of course, the coal people say, it's the government that's doing it. but it's the marketplace that's doing it. and the other comment i found peculiar, we don't need to have the national environmental policy act evaluation because we got the endangered species act evaluation. well, the endangered species act is looking at endangered species, but what about the rest of the environmental review that would be eliminated if this bill were adopted? especially when we're talking about the impact on climate change and all the other environmental considerations. so i must say while i came here with a clear view, i'
