mr. webster for five minutes. mr. webster: thank you, madam chair. i rode the metro every day for 5 1/2 years since i was in congress. i went to pentagon city to l'enfant to south and i think there's more saving, firing people, hiring people, all of that all i know is that every day i ride there's an escalator broken so i started watching three escalators. there's a bunch on them i ride on but this is three and i would say that over the past few years that these three i watched have been rebuilt four times. i'm talking about everything. all the threads, all the bearings and all that. and it just seems to me there would be a more efficient way to do that. if we can save money we can save money in the right place. i would tell you ought to look -- i don't know if there's any reports about that but all i can tell you is i know because i've seen it. on the other hand, there is one escalator that is privately done, and in the 5 1/2 years i've been riding one on that system where you get dropped up and this is done by the people that own the building, it's

mr. webster: -- mr. weber: thank you, judge. mr. speaker, it's a pleasure to be here and to work in a bipartisan fashion across the aisle for this very worthwhile cause. i will tell you, the judge is exactly correct. in texas, you know, we like to say that things are bigger in texas. unfortunately texas has one record that we really don't -- didn't want, and that is that we have 25% of the sex trafficking in the country. we're one of 50 states and yet we had 25% of that -- the victims of sex trafficking going on right there in texas. we were able to pass house bill 4009, which did a number of things. it actually instructed police, enforcement officials, to take a look at some of these young girls that are being picked up and i guess for that matter, young men as well. and to not just assume that they were willfully participating in the sex trade, t to look deeper into that background there and some of these children, some of these girls we found out were actually held against their will and were drugged and beaten into submission. s

mr. teeven, you put these in place at dartmouth many years ago. what your the initial response and why did you do this? >> we had too many guys going down. the mike webster story and concussion was surfacing and it instruct me we can do this in a better way. watching research on tackling, we started to do it, it wasn't well received. it is still not well received by an awful lot of people. i made a recommendation at the ivy level and all of the coaches that played against dartmouth know how we played and how effectively we tackle and the vote was unanimous and it was progressive in mindset to say this is the direction we should travel. >> how have the rate of head injuries changed since you implemented the no-contact policy? >> five years ago it was 15-20 during the course of the year. this past season we had two. two pre-existing situations. both young men that can no longer participate. our defense was nationally ranked and had zero concussions. spring practice, we have had zero and that is somewhat concussion season in college football. >> in your opinion of full contact practice necessary to insure success on game day? >> no, i don't know so. you can
