mr. welch: there are two reasons why this deserves our support. this is good public policy. this finally unleashes the hackles of the congress. and mr. rogers, you are going to have an opportunity through your appropriation committee, republicans and democrats, to do their job. second, it averts enormous increases in medicare part b premiums. third, it keeps social security disability funds solvent through 2022 and there are a number of other things. but the second major reason why this is so important is this, it is an agreement. we have finally come together through the leadership of speaker boehner and leader pelosi to legislate. and we have been part of a legislative body that is on strike. it hasn't legislated. and we cannot underestimate the power that is unleashed by the capacity of this congress to give certainty to the american people and to our agencies as to what comes ahead and what they have to do. secondly, what speaker boehner did and what speaker boehner did, and i am so indebted to him, he has two weapons when used is threatened and that is the threat of shu

with that, i'd like to yield in gratitude to mr. welchor his great leadership and yield the floor. peter welch of vermont. mr. welch: thank you. thank you, leader. every democrat, ironically, agrees with president ronald reagan. america pays its bills. we would never default on our creditors and jeopardize the full faith and credit of the united states and impose unnecessary additional interest costs on american taxpayers. that's number one. number two, the debt ceiling, as we know, does not authorize a nickel in new spending. it allows america to meet the obligations that it's already committed to. in fact, the price budget, tom price's budget, supported by 228 republicans, passed on march 25 of 2015, built in it a requirement that in order to meet the budget the republicans supported and incidentally i opposed and all of us here opposed, in addition to our national debt of $2 trilli. so in march, they voted for a budget that they're now sabotaging in october. you can't have it both ways. if you vote for a budget and you make obligations

mr. welch: it only has to do with whether america will pay its bills for obligations already incurred. many of those obligations, by the way, are for expenditures that i vigorously opposed, trillions of dollars on the wars in iraq and afghanistan. unpaid for. trillions of dollars in tax cuts for the very wealthy that -- unpaid for. but the united states of america in good times and bad, through republican presidents and democratic presidents, and republican-led and democratic-led congresses has always paid its bills. always. we have done it for two reasons. first, it's the right thing to do. a promise made is a promise kept. an obligation incurred is an obligation honored. -- peaker, a nation confident nation keeps its words. a confident nation pays its bills, not some of them, it pays all of them. second, running from our creditors, stiffing them, picking and choosing who to pay among them is as fiscally reckless as it is dishonorable. this new theory that america can actually consider it feas
