i am joined by supervisor mirkarimi and supervisor wiener. mr. clerk, do we have any announcements? madam clerk -- clerk: yes, please turn off any devices. items will appear on the march 15, 2011, board of supervisors' agenda unless otherwise noted. chair chu: next item. clerk youn: hearing the city's policies on set-asides in reserves. chair chu: i thought we would have a quick update on revenue numbers for the coming year and then to have lunch into the set- aside policies. >> at your request, madam chair, someone from our office will briefly walk through the presentation we have and provide hopefully some useful background as you begin working through this coming year's budget cycle. a bit of an overview of what revenues make up our budget, how those compared to others, and then get into some of the nuances about the baselines and how our various reserves function. we hope you find this helpful, and i know we are in the process of getting this on the overhead screen as we speak. chair chu: we do have copies, but maybe we can put them somewhere for the public to take, if they like

commissioner wiener: thank you very much. mr. planthold? >> i'm bob planthold. i've lived on either of two j line stops for 20 years and was also in the tapcac. i think we need better understanding of the on-time performance statistics. here's why -- midday, recently once, noon time, i had to wait 20-plus minutes for an inbound j on the surface. that means three runs. two runs were missed, and yet was it, they all three were late or were two totally missing? how do we determine? similarly, there was one thursday at 4:00 p.m., had to wait 20 minutes for an outbound j on church and 14th street. was it three runs late all that sequential distance or were two totally missing? how do we know what 76% on time or not. >> regarding the slide on page four, there's a suggestion i made regarding auto zone tracks, there's a religious institution on church and 29th where often people double park waiting to pick up kids for kindergarten or religious services and they often overlap into the street car lane. i said why can't b.p.t. simply paint a white line to say this is where

supervisor wiener: thank you, mr. president.st, i want to thank all of the neighbors who took the time to come out here today. i know that it's very difficult when we hold meetings in the middle of the day for people to take time out of their schedule and out of their work schedule to come and sit through everything that we sit through here and spend that time, and so i appreciate it, and i think that it shows that no matter which side people are on, there are an awful lot of people in this neighborhood, which is my neighborhood, i live three blocks from this project, who care deeply about our neighborhood. this is my first ceqa appeal as the district eight supervisor, and so as luck would have it, it is so close to where i live, and i know many of the involved people on both sides. in a sense, that makes it easier that people i know are going to be mad at me no matter what position i take, and it makes it that much easier just to do this purely on the merits. i want to stress what this appeal is and what it's not. this is not a

wiener: nothing at this time. supervisor chiu: what do we hear from the representative to the appellate? mr. williams. >> thank you. i am stephen williams representing the neighbors association which includes the area of 17th and markets. the environmental exemption was given to this project because the department simply failed to conduct the required environmental review for this project, period. the review was not done. two, the department description was wrong. it is a completely different projects. 3, the wrong categorical exemption was applied because the review was done for a different project. the team even had the incorrect address. as a result, this led the department to award the exemption. this is still incorrect. hopefully you received my -- attached thereto is the internal document in question. please review with. exhibit two is the historic evaluation bonds, and three is supplement to that document he the -- to the document. this is the heart of the appeal. it is stamped on the third page of exhibit 3. this was done for a completely different project, a different address, diffe
