supervisor wiener: thank you, mr. president. i am proud to be a co-sponsor of the housing trust fund. i have been involved in a very broad based collaborative process led by the mayor's office. i know you know that we have a housing crisis in san francisco. housing affordability crisis. this charter amendment will move us in the direction of addressing that crisis we are at risk of losing a primary source of affordable housing funding. the housing trust fund will recapture that funding and make sure we are dedicating it to affordable housing. this trust fund does more than establish a sustainable stream of funding for several decades. it also recognizes in addition to a government investment, we also have to make sure that we are providing the private sector with the proper incentives to create enough housing to meet our population's demand. public investment and private investment are two pieces of the puzzle. this recognizes the balance. this resulted from a terrific collaborative process. i strongly support it and i encourage

supervisor wiener: thank you. >> mr.irman, supervisors, have been involved in this issue for five or six years with the housing action coalition and others. i was being done by former supervisor dufty in the legislation that he got past which was not vetted sufficiently with institutions. we have tried to correct that this time around. the original legislation talked about institutions owning, operating, or controlling student housing under leases for 20 years. we discovered within the 25 or so institutions in san francisco that most were not particularly interested in owning. many were not interested in operating. some were not even interested in collecting the rents. and there needed to be a more flexible legal arrangements set forth between a developer who would build and own and perhaps operate and perhaps collect the rents and the institutions in order to get the waiver of subsidized housing to make these things affordable. and so we hope this language will do the. in the last two years, there have been no student h

supervisor wiener: thank you, mr. chairman.very extensive process -- several trips back and forth between the land use committee and the planning commission as well as the various stakeholders involvements. this legislation will help us to achieve a goal of creating new student housing without cannibalizing existing and scarce residential housing stock. the legislation provides the definition of student housing for the first time that is applicable throughout the planning code. the clear definition of student housing is part of an effort to address the shortage of student housing available in san francisco, a need that was brought to the attention of the planning department and the board of supervisors by housing experts, post-secondary educational institutions, and developers. the goal of the legislation is to address the need for student housing in a manner that acknowledges and protect our existing housing stock. in other words, student housing is not the only kind of housing for which there is a severe shortage in san franc

supervisor wiener: thank you, mr. chair. i have to say, unless i missed something, and i am hearing this new issue, which i find surprising, i am looking forward to hearing in the coming weeks and how this unfolds, because obviously this is a pretty critical piece of information. i think for those of us for whom it is extremely important that st. luke's remain open and a viable hospital, this is pretty critical. we have been led to believe that the 1% was very theoretical because it was so far from what the reality was of any projection for what the margins remain in the coming years, so that may not be adequate. i think it is very, very important that this issue be resolved. and if the measures stays the same, we will obviously have to know what those are, and if there is a renegotiation and a different metric that is going to be used, i guess my question will be when is that negotiation going to happen, and i know everyone is sort of an awkward place here, given whatever confidentiality restrictions exist, but i hope every

wiener: any other questions? is there any public comment? seeing none, public comment is closed. >> mr. chairman, i do have -- i think given the circumstances, i should at least give you a very quick briefing on the fact that congress has approved the federal surface transportation act after nine extensions of the previous and several years of waiting, so kudos go to senator boxer, especially in the senate, for pushing this thing through. it is only a two-year extension, and there are some significant changes that happened as a result. i promise you a written and more detailed, more organized presentation for the board meeting this month, but i wanted to highlight at least that there are some fairly significant areas of change. the bill has been funded at levels very similar -- overall levels verisimilar to 2012, and it only covers 2013 and 2014 federal fiscal years. so we are talking about a highway funding level close to the $40 billion range, and a transit funding level in the $8 billion or $9 billion a year range. what is different is that some programs have been consolidated. notab

[applause] lee, who si moris more popular than any of us, retires after 31 years of service. he has played many roles in the san francisco police deparment. he is the commander in terms of transportqatioation and was the officer in charge of the homicide section, where she raised rates. she succeeded in each and every one. you may recall, several years ago, the commander was stabbed in the line of duty performing an investigation. she has been there for san francisco to keep the city safe. lee is also a real leader in the lbgt community, and it is important to look in context, when you look at the san francisco police department, there are quite a few lesbians who have been able to suceed at higher levels, including a number of the command staff level, and not as many gay men. because of hiv and aids, a lot of gay men in the department wer
