mr. wilson: mr. speaker, in "the wall street journal" fred barnes documented on july 21 that in 1993 canada faced a fiscal disaster similar to the one we're facing today. government spending was on the rise, huge deficits were setting peace time records and the economy was stagnant and unemployment rate that was around 9% with interest payments on debt using 35 cents of every tax dollar. the newly elected prime minister in 1993 listened to the voters by stating, quote, canadians have told us that they want the deficit brought down by reducing government spending, not by raising taxes and we agree, end of quote. by spending -- by cutting spending, the canadian economy roared back from 1995 to 1998 and turned a $36.6 billion deficit into a $3 billion surplus. the prime minister was able to put aside partisan politics and listened to the wishes of the canadian people. by leading in a manner that cut spending instead of raising taxes, the prime minister put canada first. our president should change from

mr. wilson: mr. speaker, on friday, dr. milton wolf and "the washington times" reported in the last two years over two million private sector jobs have been lost. unemployment has increased by 1.5%, u.s. dollar is 12% weaker and the long-term unemployment is the worst ever on record. and sadly the national debt has exploded by 40%. at the same time the administration pushed the failed stimulus spending here, the president urged german chancellor merkel to do the same in her country. the chancellor refused. and now as a result of her good judgment germany's economy has recovered. german unemployment levels are deduce -- reduced while over 14 million americans do not have jobs. the president should learn a lesson from the german merkel, the solution is not for big government to keep borrowing and spending. tax increases destroy jobs. in conclusion, god bless our troops and we will never forget september 11 and the global war on terrorism, our sympathy to the people of norway in the religious extremist mass murders. the speake

[applause] congresswoman harman, mr hathaway and ladies and gentlemen it is indeed my proud privilege to have been given this opportunity of talking to you and i'm extremely grateful to the woodrow wilson center for affording this opportunity. i intend talking to you for about a maximum of a half an hour and then that will set the stage for i hope a lively session. i will speak basically on pakistan on the region. i call the subject pakistan, a reality check. i will highlight significant issues in pakistan and the region. as i said to set the stage for a lively session. ladies and gentlemen pakistan today finds itself and the eye of the terrorism storm and an environment on overseas contradictions, mutual suspicion prevails which is extremely detrimental and weakens our joint efforts of global war on terror. the situation demands clear understanding of reality in south asia. also may i say developing egg unity of action among all the players fighting the war on

mr. garamendi, and others about the role in afghanistan. indeed it's important for us to know. those of us who may have read "charlie wilson's war," i'm sure my colleague has read it thoroughly, but charlie wilson was a colleague of mine on the subcommittee on defense who first raised the prospect of challenges in afghanistan. at that point in time the soviet union was attempting to move into afghanistan to take over that entire country. giving them access to the entire region. if it had not been for, in my judgment, the effort made as a result of tcharly -- charlie wilson's war, and the efforts of pope john paul who was then the bishop from poland, perhaps this very -- it's very possible the soviet union never would have fallen. but indeed charlie wilson's war created a circumstance where the soviets did withdraw from afghanistan and so we are right on the edge of opportunity and peace and freedom in afghanistan and what i'd caution my colleague from california about is following that, what did america do? america did what we often do in the world where there are strife and struggle, where we're asked to play a role in lead
