mr. wittman: i would like to eserve a point of order. the speaker pro tempore: without objection, the reading is dispensed with. pursuant to the rule the gentleman from california is recognized for five minutes in support of his motion. mr. peters: my amendment expresses something scientists know to be true and something recognized everywhere in the world that climate change is real and influenced by human activity. we need congress to get on board with the response and not stand in the way. that's important for three reasons. first, we are to lower the rate the impact of greenhouse gas emissions, we need federal action. it is from burning fossil fuels which raises levels of co-2, methane is many times more potent than co-2 and the significant driver of climate change. greenhouse gas emissions affects food supplies, wildfire preparedness and our quality of life. that's why just last month the united states signed the paris climate agreement to reduce emissions by 26% by 2025. as a country that contributes 17% of the world's greenhouse ga
