mr. wolfensohn. my name is michael hager, president of the education for employment foundation, which is active in five of the middle eastern countries, including west bank and gaza. i would like to know sir, what is the policy of the quartet with respect to gaza. my understanding has been from the beginning of the quartet hoped to show the citizens of the five that there was a better life in the west bank and that the hamas should be reject it. i remember being in gaza city shortly after the election and been told that if that was the policy that hamas would be the last man standing. i would like her views on whether that was really the policy and secondly, what do you think the impact is in terms of the use of a large majority of whom have no economic opportunity whatsoever and may have other ways to work out their frustrations? well, i think on the other part of your question is what i was just addressing. there is an acute frustration amongst the youth. if you have 60% plus unemployment, you have
