mr. womack, to talk a little bit about the president's budget. mr. womack: thank you. i -- good morning. i thank the conference chair for the opportunity. look, i applaud the president for putting forward a budget proposal. that's a lot more than i can say for my friends on the other side of the aisle. as you've already heard, for the second straight year house democrats that lead the budget committee will not produce a budget. that's not leadership. the president's budget includes deficit reduction measures, specifically $4.6 trillion between 2021 and 2030, that's a nice start, but a lot more work remains to be done to put our country on a solid fiscal path. our debt is over $23 trillion, deficits continue to rise and we've -- we're headed toward a fiscal crisis in our nation. the time to act is now. there's little motivation within the democratic majority to make the tough budgetary decisions necessary to reverse the course. we've 45erd about the daunt regularality of our fiscal trajectory yet it seems the democrats are not taking these warnings seriously. policies p

mr. chairman, ranking member womack, and thank you, director, for being here, thank you for your service. and i guess thank you for giving us this report, this information, which is actually a pretty stark warning, a warning that, as you've said, deficits are growing beyond our control. but what puts the fear in me is that deficits are growing beyond our will to control it. it's almost like we've gotten to a point where we've given up is what it feels like. that's why we're returning to trillion dollar deficits for the first time since 2012. our national debt is expected to surpass 31 million by the end of 2030, and the debt service will take up a larger share leaving less for everything else that we've talked about. and of course it's going to lead to higher risks of fiscal crises and hamper our ability to respond to those crises. yet we're hearing a range of perspectives on our debt and deficits: that we're in a debt emergency and need to cut spending today, or that it's a long-term issue and really not something we need to deal with right now. i don't agree with either of those. i do a

mr. mousser, for five minutes. >> thank you, thank you colonel womack. and thank you very much director, acting director vought for joining us today. we all talk regularly about very daily in this committee and throughout the floor of congress about the unsustainable level of spending our nation is on. greatly appreciate and in fact applaud the administration and you for putting forth a budget that exercises fiscal retraintd, focuses on rooting out waste, abuse and fraud, eligibility requirements, as well as very targeted reforms which we'll discuss here, and focuses on critical areas. as the former secretary of the commonwealth of pennsylvania, we had to balance our budget each year, and we set forth on focusing on eligibility requirements, and over a two-year period saved over $300 million from a $26.5 billion budgets. that's about 1.3%. if we did that on the federal government side, that would be over $400 billion over a two-year period. certainly a wonderful start towards an infrastructure and transportation funding bill. so thank you for putting the
