mr. wray: good morning, everybody. thank you for being here on such short notice. the u.s. office of inspector general issued its report about doj and fbi activity in the run up to the 2016 election. let me say up front that i appreciate the inspector general's work on this important review. thought i'd take a few minutes to talk about the report then i am happy to take a few questions. the fbi's mission is to protect the american people and uphold the constitution. to carry out that mission we're entrusted with a lot of authority. so our actions are subject to close oversight from the courts, from our elected leaders, and from independent entities like the inspector general. that's how it should be. that kind of examination, that kind of oversight, makes the fbi stronger as an organization and makes the public more safe. with that in mind, let me briefly address the findings in the inspector general's report. i take this report very seriously and we accept the findings and recommendations. it

mr. wray: i'm not going to talk about any personnel matter, i don't think that would be appropriate. as i said in the beginning i'm committed to doing the right thing in the right way and by the book. by the book doesn't talk about pending personnel matters with all of you, much as you might like me to ask that. reporter: you said there's nothing in the report that impugns the integrity of the f.b.i.'s work force as a whole but the report does say that there's a culture of leaking. . second, we're going to be doing intensive training on things that includes contacts with the media. third, we're going to make painfully clear to everybody that we won't tolerate noncompliance. and then last i've asked ropr to take a hard look at whether or not they think the penalties that exist right now are sufficient to deal with that kind of conduct. yeah, sir. reporter: i want to talk a little bit about -- maybe ask you about the reputation of the f.b.i. certainly the f.b.i.'s taken a lot of hits from the pr

mr. wray: i think there are a number of ways to secure truthful testimony from witnesses and not just one. and efforts to obstruct investigations are something we need to take extremely seriously at the federal level. senator grassley: to mr. who areo witnesses, did the official tell you that obstructing congress was not a matter of substantial federal interest? mr. horowitz: they didn't say that to us. we asked them for the reasons. senator grassley: comey said he did not expect a report because quote, unquote, that's frivolous. i don't happen to think it is frivolous. question number one to mr. horowitz, are you investigating mr. comey's handling of his memos and should mr. comey expect a report when it is complete? mr. horowitz: we received a referral from that on the f.b.i. and we are handling that and will issue a matter when the matter is complete consistent with the rules, a report that is consistent and takes it into account. senator grassley: in the f.b.i.'s response to the inspector

i have one short question for mr. wray. mr. mccabe's attorney said he can't turn over certain emails, they same emails mentioned by senator cruz, because he doesn't have them and because of a nondisclosure agreement. we have a copy of that agreement, and it does not contain legally required language to notify the employee of exceptions that protect disclosures to congress and others. i also wrote you about this on june 5, and i don't have an answer either. and i think you will probably tell me i don't get an answer. i was going to ask you when the fbi's going to respond to my oversight request, but i know you'll work on that. i have great confidence you can help us get that information. so have you informed mr. mccabe that he is allowed to provide information to congress, and what steps the view taken to make sure your nondisclosure agreements comply with the law? >> senator, i am not sure -- mr. chairman, i am not sure i am aware of all the specifics of the various back-and-forth on the nondisclosure agreement involving deputy

i'll move to you, mr. wray, director wray. that's the leaks. there's been a lot of talks here about the leaks. i don't have tame to question it now because my time is running out too fast. if i understand -- let me go back. you indicated -- i looked at appendix g and h. i would recommend every one look at appendix g and h to see pictorially orographically what it is you're talking about. although i accept what you say, director, that this is not a reflection on the entire fbi, it's a big deal in terms of numbers and in terms of the issue that is at stake here. so again, back to you director wray. you indicated you adopted a new rule in november. what is that, quickly. >> there's a number of parts to the new rule. the most important of which is to make clear that only certain very select number of people in the organization are allowed to talk to the media without permission and number 2, i'm oversimplifying in the interest of time, number 2 that any contacts from the media to anybody else have to get reported. so that way you can't have somebod
