mrs. capps: mr. speaker, i yield myself five minutes. the speaker pro tempore: the gentlelady is recognized. mrs. capps: mr. speaker, in health care professions, we know that children are not just little adults. they have unique health experiences, treatment needs and research challenges. while public and private research has come a long way on pediatric diseases over the year well, also know that we are still far behind on important diagnostics, cures and treatments for far too many ailing children. that's why i am so pleased to have co-authored the national pediatric research network act with my colleague and friend, representative cathy mcmorris rodgers this bipartisan bill would improve research in clinical trials on pediatric diseases. it would train future pediatric researchers and disseminate research findings quickly so all children may benefit. it does not replace our current pediatric research investments. instead it builds on the work already being done at the n.i.h. and at research center

mrs. capps: mr. speaker, there are many times then we -- when we come to this floor and engage in heated debate and we've heard some heated debate on this bill but my final amendment offers us the opportunity to come together to do something ex-troird -- extraordinarily important, and that is to ensure our constituents' hard-earned cash is redirected away if the gas pump and back into their wallets. i want to be clear, the passage of this amendment will not prevent the passage of the underlying bill. if it's adopted, my amendment will be incorporated into the bill and the bill would be immediately voted upon. now i make no apologies for opposing this bill, but regardless of how you feel about it, the bill -- about the bill, my amendment should be something we can all agree on. my amendment preserves -- the house is not in order. the speaker pro tempore: the gentlelady will suspend. the house will please be in order. mrs. capps: my amendment preserves fuel efficiency standards issued last month. if th

miss caps: -- mrs. capps: mr. speaker, last month we reached a mile stope in homegrown energy. we surpassed 50 gigawatts of wind power capacity. this is a major accomplishment for an industry predicted to deliver only a quarter of that amount a decade ago. we should be celebrating the success brought about by innovation, hard work, and smart policies, but sadly the celebration may be a short one if congress doesn't act swiftly to continue the bipartisan production tax credit which is a key factor in wind power's expansion. my constituents who work at companies like clipper wind and infinity wind power have told me that letting the p.t.c. lapse would devastate their industry and eliminate thousands of jobs. it's time to give these companies certainty by taking up a multiyear extension of the p.t.c. without delay. our country cannot afford to pull the plug -- rug out from under a true america success story. the let's review the tax credit now and maintain our leadership in transitioning to cleaner, safer sources of energy. i yield back. the speaker pro tempore: for what purpose d
