mr. carter to replace chuck hagel, republican senator who announced that he was stepping down from the roleget some more about that decision and ash carter himself, because i'm joined by our world affairs correspondent nick charles. he's not exactly new to the department, is he? >> no, indeed. in some ways, it's become an open secret really that ash carter was going to be president obama's nominee as the next u.s. defense secretary. he has a long track record of working mainly behind the scenes, one has to say, in the pentagon. he was the number two man up until last year when chuck hagel took over. he was actually in the running last time when chuck hagel got the job. before that, he was the head of defense procurement, the chief weapons buyer in the pentagon. and was actually credited with doing a lot to push through some of the emergency urgent equipment that they needed in iraq and afghanistan to counter ieds, roadside bombs, that sort of thing. so very much familiar with the bureaucracy of defense, and a thinker on defense. he's actually a physicist by training, but he's done a lot of

mr. carter, first to you, what are the legal alternatives when we heard is eric holder ordering an investigation, but anything that andrew cuomo can do? anything that mayor de blasio can do legally? >> what the mayor and police commissioner have already done is to try to take the lessons of the garner incident and do whatever is possible to prevent an incident like that ever happening again. and, so, they've taken steps in three principle categories. one, they've drastically reduced the numbers of cases in which arrests, rather than the use of summons are employed in minor offense cases. chief lee in the area of minor marijuana cases and other categories of offenses in which arrests had formally been used. every arrest sets up a potential for a physical confrontation because at the very least the arrestee will have to be handcuffed. so, when you reduce by thousands the number of potential physical confrontations you have reduced the likelihood that a tragedy like this is going to be repeated. but on top of that, there's been an ambitious retraining program that's been instituted by the new york

mr. carter continues to hold those positions, positions that say we can't allow rogue nations, nations that intend to do america harm to become nuclear capable of capable of delivering nuclear weapons into the west. so, i'm not sure his views coincide perfectly with this administration and i'm not sure they matter. >> let me ask you. you both served recently in the u.s. army and are in touch both professionally and personally with many active duty and recently retired military and civilians in the defense department. i three secretaries of defense, each, after resigning, has written a book or made statements that were pretty critical of the white house and there's always a little bit of that tension but seems to me, having been around washington a while, it's a rather unusual situation. what is your sense how bad is the situation, either within the pentagon or between the pentagon and the white house? is it something we could -- just normal friction or something to worry about? >> my sense is it is as bad as it has been since i served, and that's been a long time. i'm a bit of an older man.
