mrs. fischer: thank you. madam president, i rise today on behalf of over 37,000 unemployed nebraskans and the nearly 21 million americans who are searching for work. the mass majority of these men and women are jobless through no fault of their own. they are the real-life casualties of failed washington policies. they are our friends, our neighbors, and in many cases they are our family members. they are decent people and they are desperate to regain the dignity of a full day of labor. we've had five years of economic fits and starts, glimmers of hope dashed by the harsh reality of persistent economic headwinds. but the weak job reports anded pollan in a claims of -- pollyanna claims of recovery don't tell the full story. our real unemployment rate tops 13%, significantly higher than the 7% reported by the department of labor in november. that's nearly 21 million people out of work. at the same time our labor force participation rate is at 63%. that is a near 35-year low. the greatness of a nation cannot endu

mrs. fischer: thank you, madam president. as we begin a new year, the senate returns with many significant challenges before us. one such challenge is the security of our citizens' private information. just before christmas, news broke out that target, a popular retail store in nebraska and all across this nation, had experienced an enormous data breach involving nearly 4 40 million debit and credit account numbers. that's nearly 1 in 10 americans who had their sensitive personal information put in jeopardy. between november 27 and december 15, scammers silently stole massive amounts of consumer information from target. the timing of this breach is significant not only because it happened during the peak of the holiday shopping season but also because this data is reportedly being sold in black markets around the world. on december 20, target announced the information involved in this incident included customer name, credit or debit card number and the card's expiration date and c.v.v. it was further determined on december 27

mr. chairman. >> senator fischer. >> thank you, mr. chairman. and thank you both for being here today. you've presented us with a lot of interesting information. in discussing the conclusions on the strategic choices and management review, secretary hagel has said that chairman dempsey would lead an effort to find $50 billion in savings through changes to compensation. now, today you said that retirement changes won't be part of the budget request. but can you tell me what the status is, of general dempsey's review on the compensation part? >> we were challenged as a sort of a stretch goal to try to find -- i don't think it was 50. i thought it was less than that, something like 40, but a decent sized number for compensation savings. in other areas of the department by the way were equally challenge in other ways to find savings. we worked very hard to do that. we actually came up with a set of proposals that would be required to make that mark. we found them too severe. and so we have been working on a set of less severe proposals that we will consider someone as part of the president
