mr. fleming. we will go back and forth. what would you say -- what role can he play, talked about the three groups of individuals. you mentioned that first group. on the edge. and he mentioned a second group, the group that would have step- by-step sentencing. is there anywhere for someone's skill set to assist you in that effort? >> i like the question and i will tell you why. i think the groups working with the youth are doing the best we can -- the best they can. sometimes, you need tough love. they need to set guidelines and make them understand that if they do not go according to the program, they will be out of the program. one thing i like to see, when that individual -- the individual gets arrested and i will decide whether or not to file charges. a lot of times, i do not file charges. that person is released from jail the second day and then he is back in the community. there should be somewhere within the police department for someone like jeremy to meet with that person the day he is being released. i think that

mr. fleming for his comments. i want to say the military program, people are usually pretty passionate folks and some of their abilities are constrained by the military network itself, but there are great resources from the floor level, junior ranking and spouses. military one source, it is not as great as described and it is because a lot of it is unfunded for the members and leads to a at reaches for help. there are programs out there. military one source really, really needs funding to make a better. host: so you have taken advantage of either one of those programs, collar? caller: i have used military one source in the past. as far as family advocacy, i certainly have worked with them but i don't have any dependents that utilize the services. i have been called to help it through my job. host: kathleen moakler, i know you have mentioned it, but can you expand? guest: i want to distinguish between family advocacy and family support. a family support are the resources that are out there and each of these service

mr. fleming: yes. mr. roe: i just spoke to a physician today from massachusetts, and i said what had happened there, and what's not clearly understood by the public unless you're in this line of work you don't, so much as how the payers pay. medicaid, for instance, pays about 60% of the cost of actually providing the care. medicare -- let's say private insurance is a one. medicare would pay about 90%. the people they added in massachusetts played about the same as -- paid about the same as medicaid. what happened is big insurers, big corporations with lots of employees could negotiate a really good price. but small business could not. so when the hospital had some -- had bills to pay, they shifted those costs to private business forcing their premiums up and up and up and up and that's why you're seeing those premiums for small business escalate so you really force them out of business. and we talk about the exchange, and this is what absolutely frustrates me is that the first of october i cannot even tell

mr. fleming. the speaker pro tempore: the gentleman is recognized for two minutes. mr. fleming: i rise in support of the rule and the underlying bill. and you know, it's very interesting that our colleagues on the other side of the aisle claim that more oil production doesn't affect the price of oil or gasoline. well that's the same thing as saying that gravity doesn't exist and the earth is still flat. neither one of those are true. we all know that it's a marketplace, it's a commodity, and the more you produce, the lower the price. how well do i know that? in my own district in louisiana, we produced more natural gas than we can use and the price is so low we can hardly produce it because of the low reimbursement for the cost it is to do it. but that will come up over time. two cents a gallon in one day is how much gasoline prices have recently increased. seven cents a gallon just in the last week. it may not sound like much but the price of gas is going up once again. one headline says, quote, gas prices spike ahead of memorial day, end quote. and that's hitting just

mr. fleming: mr. speaker, i want to be certain that the administration and pentagon leadership do not deny our men and women in uniform one of the very freedoms they are fighting to protect. on monday i led a letter sent to defense secretary hagel demanding details about a meeting between pentagon ficials and anti-christian extremist michael wine stein. wine stein has spent -- weinstein. weinstein has spent nine years at war, those are his words, at war with evangelical christians who he says are committing spiritual rape. against the u.s. military. christians who are merely exercising their first amendment right or primary duties in the case of chaplains. mr. weinstein exploits freedom of speech to label christians as the christian taliban and al qaeda. but he seeks to shut down the religious freedom of expression of service members in the process. i am troubled with several anti-christian steps the pentagon has taken in recent years. that is why my colleagues and i seek answers from secretary hagel
