mr. johnson's tow car permit was it's actually two-part. it's basically the municipal code -- he has municipal code violations and it was an incomplete application. i have evidence but i will show it to you on the overhead. he applied for a new tow car application on december 14 of 2011. however, he did not submit his fingerprints as required by municipal police code section 3003(b). i called mr. johnson on his personal phone, and his current place of employment at that time, which was nelson's, as well as bay bridge, i talked to his employers, left messages for him on his phone, to submit his fingerprints to complete his application for a tow operator. after numerous requests, mr. johnson did arrive and that took until april to get him to come back in and submit his fingerprints. a criminal history check from the department of justice revealed mr. johnson had two arrests in september of 2007. and he was convicted on those in 2009. these were arrests for 23103(a) of the california vehicle code which is reckless driving and 594b1 which is va

mr. johnson and miss selby. please explain whether you think sit/lie is working to address public safety as intended across the city and how you would reform it, if indeed you would reform it? miss breed? >> i did vote yes on sit/lie. i had a number of issues in the upper haight that were just really unfortunate situations and i thought there needed to be some sort of solution to the problem. unfortunately it hasn't worked. we still have some real problems in the haight and we need to make sure that the social service agencies that deal with mental health abuse issues, that deal with drug treatment issues, those particular organizations are on the front line helping the folks who need the help. and the people that are and sometimes what we perceive as the "problems of the haight," are the ones that need the services the most and we need to make sure that the services are where they are needed. and they are needed in the haight and with sit-lie we just move the problem from one location to another. it's to look a

mr. johnson? >> i'd be happy to start. in terms of testing for their effectiveness, they are tested almost every day with pg&e service territory we probably have 80 electrical outages every day. we have opportunities to test our emergency centers on a regular basis and in fact there's an emergency center open today just for some of the work that's happening throughout the service territory. so in terms of just our effectiveness it's something we do each and every day, unfortunately it's something we do every day but at least it's there. our infrastructure, we don't want to have outages, we design so we minimize that damage but we always know there will be things mother nature throws at us that we can't design around whether it's an earthquake or a major storm. we get challenged with major storms throughout the service territory so it's not unusual that a major storm comes by every year and takes out about a fifth of our base. we have service responders on our own teams well in excess of a hundred a year. in terms of prepar
