as mrs. kelly just said, there has been three tenants there for several months now. another occupier -- the owner has never actually physically lived in the property. i would like the planning department to take the information that has been uncovered that was not presented to the neighbors before this. i found it by looking at the agenda online and clicking through the pdf on page 20. all of that section 317 application is for the planning department takes their recommendation, saying no tenants will be displaced. furthermore, with rent protection, it is not eligible for re control because it is currently vacant. i do not understand why the project -- the owners could have been more forthcoming in an accurate view of what is going on with the property so the planning department could adequately assess the situation and make sure it complies with the rent control. i would like the commission to recommend the planning department to do their due diligence with this project and bring it back to do what they have to do. thank you very much. i do look forward to having th

mr. kelly, welcome back. good to see you. >> glad to be here. >> do you think that stocks and basically u.s. stocks can continue to trend higher if the fed isn't there helping them do so? and if you do feel that way, what kind of stocks? >> well, first of all, yes. i don't really think the fed can help much through quantitative easing. i don't think that's been as much help as people think. i think what's going to drive stocks higher is increase in u.s. confidence. and i think confidence is rising. the housing market is looking a bit better. unemployment is beginning to trend down here. and with the stock market gains themselves, that helps confidence. so overall as confidence goes up, i think that's going to push more money into equities and i think stocks in general will rise. and if that's the trend, if you think that stocks in general will rise, the best way to play that is usually buying relatively high beta sectors, things like technology, financials, consumer discretionary. tend to go up more than aver

mr. kelly: let's talk about things certain in life. there are two things you can be certain of. one is death and the other is taxes. there's another one we are going to be certain of after january 1 and that is you are going to continue to pay taxes after death. and a government that spends -- borrows 42 cents of every $1 it spends, it comes to no surprise that we can't let the dead relax. they will be taxed beyond what they could possibly imagine in real life. so we look at a country that now has the highest corporate tax in the industrial world. we're going to have the highest -- the second highest death tax in the world. and why? because of a town that's never learned to do what it tells all of its citizens to do, live within your means, play fair, pay your fair share. i would suggest to you in addition to that, in addition to that we're telling people, look, you don't have the certainty any more that you have planned your estate the right way because after january 1, this government is goin

kelly with us as well. neil, what did you make of mr.s comments and specifically as it relates to morgan stanley's bottom line results? >> obviously we know what's on his mind and that is potential credit downgrade from moody's which could cost morgan stanley a lot of business. what you've seen in general for the banks however is what they have been doing is improving their results by having lower -- excuse me by having lower charges for credit, then bad debt than what you're really going to be seeing here is this can't go on forever. >> mary, let me turn to you. do you agree? and what did you find the most compelling out of morgan stanley's report? >> most compelling out of morgan stanley's report is this is a company that saw revenue in fixed and equity training increase on a year over year basis in the first quarter. that is quite -- basically that's a standout from the other big investment banks. a number of them have tough comparisons year over year. so that was certainly a -- that was good news for morgan stanley. as far as the oth
