at this point it is my honor to yield one minute to my friend from iowa, mr. king. the speaker pro tempore: the gentleman from iowa is recognized for one minute. mr. king: thank you, mr. speaker. my privilege to be recognized by the gentleman from georgia. i wanted to address this rule and i share some of the sentiment that came from the gentleman from massachusetts. i like to have open rules. i like to have open debates. i like to have more than one debate on what we might do with this resolution that's before us. i'd like to have had a debate on the one state solution versus the two-state solution because i believe that the two-state solution has run its course. and we need to pack up our tools and ship those off to the side and start all over again with a new look. i believe we need to have a resolution that refreshed this in such a way that it completely rejected resolution 2334, that vote that took place in the united nations, and said to the trump administration, let's start this fresh with a new look rather than a direction of being bound by implication to a

mr. king: i thank the gentleman for yielding. i rise in support of h.r. 78, the s.e.c. regulatory accountability act. if passed the s.e.c. will be required to follow president obama's executive order that requires a thorough cost-benefit analysis of new rules and a comprehensive review of existing regulations. under current law, the s.e.c. must consider the affect of its rules on, quote, efficiency competition and capital formation, end of quote, and weighing costs and benefits is absolutely necessary to meet this analysis. cost-benefit analysis is not a new idea. agencies have done this kind of analysis for over 30 years. in fact, it's a bipartisan idea. in 1981 president reagan issued a executive order requiring cabinet level agencies engaging in cost-benefit analysis and president clinton expanded with another executive order in 1993. unfortunately, independent agencies are not subject to executive orders, and those regulated by the s.e.c. have suffered as a result. from 2005 to 2012, s.e.c. regulations are overturned consistently by the courts for unjustified costs.

ba is mr. king right that unity and teamwork should be the goals for democrats right now?t should be a goal for everybody. when you interviewed steven earlier, he said that the republicans control the white house and both chambers of congress. and so, the onus really is on them because they're the ones that are in positions o per and need to make sure tt folks come together, particularly around key policy issues. i don't think the onus is on the democrats here, specifically referring to john lewis. you know, regardless of his opinion about the legitimacy of trump's presidency, my concern has always been that there is an expectation that this sort of kumbaya has to be nurtured among democrats, that we're the ones that really have to do the mending of fences here. i don't think that that's the case. >> so robert, you know, 30 years john lewis has been in congress, respected on both sides of the aisle for many reasons. how do you think this spat with trump is going to play among your gop colleagues? and do you think there will be some who break away from supporting trump beca
