mrs. kirkpatrick, and others. i want to remind, mr. speaker, this house, this is an important event to remember. and there are people that go to montgomery and go to selma and go to birmingham and reflect on their history. and in brown's chapel there was a full church in selma on sunday. including, miss ruby wharton, a distinguished attorney in my city and the mayor's wife of my city of memphis. she goes ever year. also there was john nixon, district court judge in middle tennessee and the sixth circuit court judge. he goes every year because he was withle civil rights division in 1965 with the march that succeeded with dr. king took place. there are people that go back every year to renew their thoughts and experiences because we shall overcome someday. and that day hasn't occurred yet, mr. speaker, i submit. the 110th congress passed a resolution apologizing for slavery and jim crow. in that resolution passed by voice vote, by everybody up here, we said we are going to rectify the lingering effects of slavery and jim crow. and linger

mrs. kirkpatrick, for five minutes. mrs. peaker, every day this country is falling deeper in debt. today we owe more than $12.4 trillion and by 2016 our debt could be as much as $20 trillion. after more than a decade of mistakes and negligent by both parties -- neglect by both parties, washington can no longer afford to ignore this issue. it is time for congress to get serious about getting federal spending under control. we should start with our own salaries. today i'm introducing the taking responsibility for congressional pay act. which will cut pay for members of the house and the senate by 5%. this would be the first salary reduction for members since april 1, 1933. in the heart of the great depression. restoring fiscal discipline in washington will require some difficult decisions. and every agency has to do their part. congress needs to lead by example to get the job done. by taking action and not just by making speeches. with this change we are fighting to change the culture in washington and beginning to make the tou

mrs. kirkpatrick, for five minutes. mrs. kirkpatrick: thank you, madam speaker. for too many years the mexican drug cartels have taken advantage of our unsecured borders. smuggling drugs and people into our country in exchange for the illegal weapons and cash they use to keep their supply routes opened. for too many years failed policies from the federal government allowed these violent gangs to grow and thrive. politicians in washington fought each other rather than dealing with the problem. as a result, crime is spilling over into arizona and throughout the entire southwest. while our state, local, and tribal law enforcement do a great job with the resources they have, they cannot do this job alone. securing our borders is the responsibility of the federal government and the federal government has to live up to that responsibility. this government has begun to give this danger the attention it deserves, but there is so much more that has to be done to make up for years of neglect . i am fighting for the folks in my district who have to live with the consequence

mrs. kirkpatrick: good morning, madam speaker. today i rise to recognize the accomplishments of justice sandra day o'connor, the first woman to serve on the united states supreme court. just last week the house unanimously passed a resolution in recognition of her distinguished career. and in recognition of woman's history month as well. justice o'connor truly embodies the arizona spirit of hard work and rugged individualism. after growing up on her family's ranch, located in the high deserts of arizona, she quickly achieved success. justice o'connor graduated couple laddy from stanford university in 1950 and in the top three of her class at stanford university law school. justice o'connor began her career in public service as the arizona assistant attorney general in 1965 and went on to the state legislature. she became the first woman in the country to serve as a senate majority leader. she was catapulted into our nation's limelight when president ronald reagan nominated her to the united states supreme court in 1981. she served
