mr. lee: mr. president i stand tonight in support of senator paul's amendment to provide limitations on the amount and on the scope of foreign aid the united states sends abroad. this is not a decision i have reached quickly. nor is it an issue that i take lightly. i appreciate that as some of my colleagues have pointed out conditions already exist on some of the foreign aid we send to pakistan egypt libya and yemen. i respectfully submit, however that these conditions are not producing the desired result. nor are they yet fully enforced. for example is pakistan cooperating with the united states on countering terrorism efforts and preventing terrorists from basing or operating in pakistan as is already required in section 7046 of public law 112-74? are the programs and activities we support in afghanistan sustainable as is also required by section 7046? if the answer to these and to other questions regarding this aid could possibly be no, then we have an obligation to the american people to at le

with mr. lee, we talked about all these questions and of course we are going encourage all of these new companies and everything that enables us to improve our cities and make them a better place to live and less polluted place to live, as may it in transportation, management of energy, in san francisco and in paris, there are innovations that are certainly ahead of many other cities in the world and i want to learn from san francisco and of course paris is there for the san francisco team, may it be a development of electric transportation or automobiles or [inaudible] or the reuse of energy of heat to heat private buildings or public building by using waste water, i explained to mayor lee that a couple of years now, i worked with bill clinton on the isolation of public buildings and specifically schools so that every year, we could renovate 100 schools in paris and the children are in heated rooms but where we don't waste energy. these are subjects on which we have a lot of common ambition and w

mr. tim lee, who did a geogrouting for his new garage and undercut my garage with the geogrouting to do the project. i hired mr. mudky for that project. he met with the engineers. we made a couple of improvements through a couple of structural questions. they built the project. there was never a complaint. there was never a hearing. there was never an appeal. so it's really -- in fact, he also paid for my engineering. so there was no battle in that issue. secondly, this year alone, i let mr. butch come across into my yard by scrastleddin scaffoldine backyard to set up and put in sheer wall and new stucco that he wanted on the wall of my house. he said i'll pay you 5,000 to do it. i said you don't have to pay me. if it's a good project and you need to do it and it will help, that's fine. so he came in, he did it. at that time, everybody was happy. however, he then decided to do the garage. now he's been a year and a half from this state that you see on the drawing. it's been like that with the big dumpster coming out from the backyard for a year and a half. i know you have a letter from one

mr. lee: mr. president? the presiding officer: the senator from utah. mr. lee: mr. president, reserving the right to object. i'd like to take just a few moments to explain why i plan to object. i have right here a letter that is signed by 36 members of this body who express the viewpoint that because of the prerogative that we have as united states senators to ratify treaties -- two-thirds of us have to provide our advice and consent to ratify a treaty before it can take affect -- this is important because in part article 6, section 2, tells us that once ratified, a treaty becomes the supreme law of the land. we have 36 senators on this letter, a letter addressed to leader mcconnell and leader reid explaining that for various reasons, we don't think that any treaty should come up for ratification during the lame-duck period of the 112th congress. and we explain that no treaty should be brought up during this time period and conclude that we will oppose efforts to consider any treaty during this time period. the primary reason cited in the letter is the fact that it

i understand we do have a comment from mr. lee. >> hi, my name is tony lee, i am speaking on behalf of my parents, their property owner to market street, at 16th street. they had a tenant that apparentlywasn't paying their water bill, and i guess out of policy, the sfpuc sends a notice of any kind, which is a lien notice five months after bills have already incurred. so the first time that a property owner, my parent's english is very limited. i helped them, so the first time my parents even heard there was a problem was five months on or after usage already occurred. so, we know after my parents heard, they started the eviction process. so 11 months later, my parents who didn't use a drop of the water is having to pay $9,000 plus, so, i understand the concept of making the property owner pay for things, but the question that i have is, why does a notice have to be sent out only five months later? and so i ask this question, i have written a bunch of letters. the first was support to marge viscara and basically the statement was,

commissioner turman: mr. lee, could you please stand up? i have a few words i would like to address to you, based upon some of the things you have said. i will not let you or anyone leave this commission meeting with a belief that there is no room for hard work or ambition in this department, and that that is not something this commission does not embrace or encourage. what we can never embrace, we can never encourage, is a failure to follow the rules. i understand you see this differently, but hear me. we believe that every situation that you encounter as an officer, there is a solution. if you are given an order that you do not feel you are comfortable with complying with, or that you disagree with, there is a dgl, rule 11. read it. you are responsible for knowing it. do not interrupt me. two, if you feel that you do not understand the overtime rules, please, there is a dgo on that. your 25 year record is respected, and it is honored. but respect and honor is only respected and honored and when you do the right thing, when you follow the

mr. lee: mr. president, this is bad enough that this senate leadership has not passed a budget in three and a half years. what's even worse than that is the fact that they haven't offered a budget this congress. they haven't voted for or supported a single budget in this congress. we have had, of course, one budget voted on in the senate during this congress, written by a democrat. that was the president's plan, which received zero votes from his own party, zero votes from the republican party last year and this year. if we are able to come to the table, if we are to come to a compromise, we have to have offers on both sides. we have to have a plan on both sides. and so all the calls for civility, for the calls for compromise really fall on deaf ears unless or until we have two willing parties at the table with proposals that they're willing to offer. a senator: mr. president? the presiding officer: the senator from arizona. mr. kyl: mr. president, the american people are asking two big questions:
