senator marsh wanted to see the inauguration of this president on martin luther king day. mr. marsh is 79 years old. it seems unlikely that there will be an inauguration quite like this again any time soon. so for a day, henry marsh left behind the virginia state senate. the virginia state senate i should tell you stands at an even 20-20. it is equally divided, half republicans and half democrats. 20 on one side, 20 on the other. and while senator marsh was away on this within day while he was at the inauguration, the republicans in the senate decided to do this. surprise! we're going to redraw virginia's state senate districts with no warning, while you were out, we're going to do this. ta-da. the associated press says, quote, state senate republicans have muscled a surreptitious redraft of virginia's 46 districts to passage over bitter objections from democrats who were blindsided by the surprise move. they passed this surprise redistricting plan by a vote of 20-19 while, remember, one senator on the 19 side of that vote, henry marsh, was absent. the new gerrymandered map in

mr. president, martin feldstein, one of the distinguished economists in our country, conservative, chairman of the council of economic advisors under president reagan, said this about the tax expenditures of the country, because we are spending in the tax expenditures category of the united states $1.2 trillion a year. we are spending more through the tax code than we are through all of the appropriated accounts. you know, people say we're spending too much. yes, we continue to have a spending problem and a revenue problem, but we are also spending through the tax code. we spend more there than we spend through all of the appropriated accounts. here's what martin feldstein said about the need to reduce tax expenditures. he said, "cutting tax expenditures is really the best way to reduce government spending. almost fitting that tax expenditures does not increase marginal tax rates or reduce the reward for saving, investment or risk taking. it would also increase overall economic efficiency by removing incentives that distort private spending decisions. and eliminating or consolidating the la

martin luther king holiday. the president and first lady did some volunteer work and this evening mrs. obama helped host an inaugural celebration for young people and military families. nbc's brian moore has the story from washington. >> reporter: in the nation's capital an inaugural ball for military kids and their families. >> welcome, welcome, welcome! >> reporter: who better to usher in the star-studded concert than usher himself. >> an incredible event just for you guys because the youth matter. >> caty perry lit up the stage, too. ♪ we can dance until we die. >> reporter: but not even she could eclipse the real star of the show, first lady michelle obama. >> this is what inauguration is all about. it about celebrating who we are as americans and all the things that make this country so great. >> reporter: it was a busy preinaugural day for the first lady and her husband, the president. they volunteered their time at a local school as part of this national day of service. they were honoring the life and legacy of dr. martin luther king, and the president called on americans to do
