pelosi for allowing this important discussion and amendment. i would like to applaud congressman mcgovern for his amendment. he and mr. obey set forth the amendment that we'll vote on it today. i vote on it to get an exit strategy to end this war. my amendment would prevent any escalation or ongoing operation in afghanistan and limb the funding to the safe and orderly withdrawal of our troops and military contractors from afghanistan. it's critical to understand that this amendment would provide for the safety of our troops, civilian personnel and contractors while troop withdrawal takes place. it does not allow funding for ongoing combat operations or escalation. it's not a cut-and-run amendment. it would not leave our troops stranded. this amendment provides for the safe and orderly withdrawal of our troops from afghanistan. we need it because there is no military solution to afghanistan. in fact, the occupation of afghanistan is making us less safe. our occupation is a recruiting tool for taliban and al qaeda and if we remember nearly nine years ago the reason the authorization was granted, which i could not suppor

mr. akin: these were republican years under bush. weir not proud of this deficit, the worst year under bush was this one, where speaker pelosi ran the congress. this was bush's worst year for deficit right here. so we go from 2009 to 2010 with president obama and he's three times the bush level of deficit and this year is even higher. one way to measure these things, deficit as a percent of gross domestic product, all the stuff we make in america. this is running about 3.1%. this is about 9.9% right here. now these numbers are consequences. the consequences are your children and your grandchildren, but it also could precipitate a crisis a lot sooner. we don't know what that crisis looks like. what happens when you go to the bank and your a.t.m. doesn't work? you've worked all your life, you have savings in the bank, there isn't any money, you can't get any money out because the dollar bill isn't worth anything. we've seen high inflation, that's not pretty. what happens if the banking system stops working because we pushed this too far. what is the civil unrest, what happens with our just in time food inventories, when there's no mor

mr. speaker, is the one single tool that the disenfranchised majority opinion in this congress can use to bring legislation to the floor over the will of the speaker of the house, nancy pelosi. any other method that we might have to move legislation here in the house is blocked by the iron fist of the speaker. any legislation we try to move through committee will go nowhere, no matter what the support is for a bill, if the speaker doesn't want it to move, it doesn't move. if you want a hearing before -- for a piece of legislation before a committee, you will not get that hearing. if you want a markup before a subcommittee or a full committee, you will not get that markup. the speaker will decide whether it moves or whether it doesn't. it is an iron fisted draconian hand that shuts down the opportunity for the will of the people to be manifested in a recorded vote on the floor of the house of representatives, there's only one tool, only one tool, mr. speaker, and that's a discharge petition. it is there to give relief for the people in this -- the will of the people in america, reflected in this republican form of government that is guaranteed to us in the united states cons
