ms. austin said most of the youth locked up are black and brown. the counselors are black and brown. they have people to relate to and mentor them. reforms it would be a tragedy to not have them working with the youth in the city. we are also concerned that we don't want good union jobs contracted out to maybe non-profits or groups that aren't union as well. that is the concern we have as labor. we don't want work contracted out. we support what is best for youth and reforms. we ask labor be part of the process and we not have people dedicated their lives with the kids given the system as it is. they didn't create it. they have been working as hard as they can to serve the kids as it exists now. let's keep them employed in the city. thank you. >> good afternoon. my name is corey monroe. i am in support of keeping juvenile hall open and part of the omega programming. when i am at juvenile hall on monday and wednesday. i have been going since 1988 speaking to young people. it helps young people out. we have a lot of young people. some will slip through the cracks and have strong chases
