ms. bonamici. the chair: the gentlewoman from oregon is recognized for one minute. ms. bonamici: thank you, mr. chair. thank you, mr. ranking member, for yielding. there is overwhelming bipartisan consensus that we need to replace no child left behind. and there's overwhelming bipartisan consensus that a rewrite of no child left behind should promote local flexibility and support schools not punish them. so i'm deeply disappointed that the house has not come together to produce a bipartisan bill. despite a common goal and a long history of settinging aside differences -- setting aside differences to work together on this important legislation, this bill does not adequately support america's students. unfortunately the student success act shifts resources away from communities where poverty is most concentrated and freezes fundinging for america's most needy -- funding for america's most needing students at a time when public school enrollment is on the rise and more than half the students come from low-income families. h.r. 5 does not support a well-rounded education for

ms. bonamici. the chair: the gentlewoman from oregon is recognized for one minute. ms. bonamici: thank you, madam chair. i'd like to thank ranking member scott for yielding, for his tremendous leadership and for delivering a positive alternative to h.r. 5. and i'd like to thank all the hardworking staff for their expertise and work. since the elementary and secondary education act first passed in 1965, congress has stood beside its disadvantaged student in neediest communities, those with the highest concentration of low-income students. unlike h.r. 5 this continues the essential resources for students who needs the most. this substitution fixes in what is in no child left behind, and there's, a lot and it maintains the original equity. we have an opportunity to make sure that all students have access to high quality public education and schools and educators have the opportunity to help all students reach high standards. i ask my colleagues to support this amendment. thank you, madam chair. i yield back the balance of my time. the chair: the gentlelady yields back. the
