ms. bordallo: thank you, madam speaker. i yield as much time as she may consume to the gentlelady from minnesota, ms. mccullough. the speaker pro tempore: the gentlelady is recognized. ms. mccullough: i rise today in strong support of h.r. 4045, this will will ensure that all members returning from overseas including the minnesota national guard's red bulls will receive the benefits they were promised. last year, after 2,000 minnesota's brave soldiers deployed, the department of defense reduced the amount of leave they would receive. for the pentagon to apply this change to soldiers already deployed is simply unacceptable. our men and women in uniform must be able to count on the benefits our nation promised then when -- promised them when they left home. h.r. 4045 will correct this by exempting service members like the red bull who had already deployed before the pentagon's policy shift. the passage of this bill is a victory for the entire minnesota delegation which worked so hard on it. i especially want to thank mr. klin

ms. bordallo. >> thank you mr. chairman. i am for this amendment.the fy2013 budget request included 14.8 million for a bands maintenance training facility at beale air force. on april 27, 2000th of a navy submitted a letter to the committee requesting the project be relocated from beale two-point magoo. the navy base this request on the cancellation of the air force is lovell hawk block 30 as well as the decision to move other global hawk activities from beale to grand forks north dakota. in the navy's opinion, the air force's decision would invalidate planned cost savings associated with co-locating navy bands with air force, global hawk at beale. now it would reverse the air force's decision to cancel global hawk block 30s which was cited by the navy as a justification for relocating the project from beale two-point magoo. the navy brought this request to the committee very late which is not provided sufficient time to analyze or compare the cost of locating the facility at beale versus point magoo. what force structure may be necessary to support

ms. hanabusa: thank you, madam speaker. first i'd like to say that this is a bipartisan amendment. congressman young from alaska has joined in the amendment, as well as congresswoman bordallo and congressman sablan. so -- and i have another co-sponsor, the gentleman from washington, congressman dicks. so, madam speaker, this is a very important issue and it's not asking for much in terms of funding. it's asking for funding to be restored to the fiscal year 2012 level. and let's look at what we're talking about here. we're talking about the marine debris line which funds noaa's marine debris program. which really was established and mandated by marine debris research prevention and reduction act of 2006. as you know, the program works to map, identify, assist, remove and prohibit marine debris. marine debris is of course the worst pollution that we're dealing with in our oceans. but it has become even more relevant to us after the tsunami, the earthquake and of course fukushima daiichi in japan on march 11, 2011. and we have i'm sure all sat there in amazement as reports have been made of a soccer ball being found, intellectual, -- i believe, in alaska, and a motorcycle in
