ms. delauro. the speaker pro tempore: the gentlelady is recognized for two minutes -- one minute. ms. delauro: thank you, i would say to the prior speaker, i have a 98-year-old mother, to hand her a voucher a -- and sago figure it out. unbelievable. 98, she could really figure it out, huh? chairman ryan has put together a lopsided budget, gouge deeply into our common sense national priority and end the medicare guarantee. according to estimates, more than four million americans would lose their jobs because of this budget. but they provide $150,000 tax cut to the richest 1% of people in this nation. the republican budget would slash the social safety net, cutting the food stamp program by over 107% or $135 billion. that's more than the amount of food stamp funds going to 29 states and territories. over eight million men, women, and children would go hungry. if the plan to turn food stamp into an underfunded block grant gos through, even more damage is done. coming out of the deepest recession since the great depression, food stamps helped feed 46 million americans, 21 million children,

ms. delauro, for five minutes. ms. delauro: mr. speaker, it is with the heaviest of hearts that i rise today to pay tribute to the life and legacy of one of our community's most outstanding entrepreneurs and my dear friend, mur which lender who we lost on march 21 at the age of 81. a bagel baker, food executive, and philanthropist who helped bring the bagel to kitsch across the nation. murray was a close friend and i am deeply saddened to learn of his passing. murray, the son of immigrant parents, never forgot his roots and humble beginnings in new haven. while he worked to foster good wealth and humanitarianism. he was a special leader part of a special family that takes care of each other, bringing jobs to networks to friends and serving the larger community. from counting bagels in the family's backyard bakery before he was 11, murray rose to become a food marketing innovator who took what was formerly only an ethnic product and made it a national staple available to all. in more recent years, murray directed his focus toward if

ms. delauro: madam speaker, among the many beneficial reforms for women in the affordable care act passed two years ago this week is an end to the discriminatory practice of gender rating in which individual women are charged more than men for the same coverage. we know for a fact these sorts of discriminatory policies are not something that insurers will just change on their own. according to a report that the national women's law center released earlier this week, over 90% of the best-selling plans in states that have not already banned gender rating still charge women more than men for the very same coverage. this costs women and their families approximately $1 billion a year. because we fought and we fought hard two years ago, gender rating will be a thing of the past in 2014. at long last a woman's health will be put on equal footing with that of her spouse, her son, or her brother. this is just one of the many benefits for women in the affordable care act. i could not be more proud to have helped pass this piece of legislation which will transform women's health in this country. yie
