miss fooks: -- ms. foxx: i would like to yield three minutes to my distinguished colleague from texas, one of only five c.p.a.'s in the house, mr. conyahweh. -- conaway. mr. conaway: two aspects of the rule, it sets up a vote on a trick that allows us to vote on the stimulus bill that will be coming before us later this afternoon, voting having stripped out the senate amendment to h.r. 2847 and put in place this other legislation. this trick, would not allow a motion to recommit or substitute on that bill. this legislation of some $150 billion was apparently thrown together in the dark last night, posted on the internet about 11:10. we are now 12 hours and 35 minutes or 25 minutes into being able to study this bill. again thrown together. it will increase the deficit in spite of the rhetoric that says we are going to use tarp money to do that. the intent of tarp all along was once it was paid back was to be back into the treasury to reduce the amount of money we had to borrow and/or reduce the deficit. there

now, as ms. foxx has appropriately said, madam speaker, we are here with a virtually unprecedented scenario before us. first, this rule gives something that according to our staff has not happened before and that is it gives the chair the authority to just without any action by the members of the house adjourn the house. and that's a troubling sign. and it's troubling but not terribly surprising based on what we have seen over the past three years since we had first unveiled us a document known as a new direction for america. this was the proposal that was put forward by the now speaker of the house who was then minority leader. and as minority leader she was very concerned. and i will acknowledge having done a less than perfect job in my position as chairman of the house rules committee. i'm proud of what our work product was but i could have done better and i will acknowledge that freely here. but it's interesting to note what a direction for a new america -- a new direction for america actually had

ms. foxx: thank you, mr. speaker. i thank my colleague for yielding this time. i want to say that this rule and the bill exemplify the arrogance of the majority party. once again they show their bias to government control of our lives as opposed to support of the american family. they also show their arrogance in bringing a closed rule because they indicate that this is a perfect bill. it hasn't been through committee. very allow no amendments. but they -- so they must consider it a perfect bill. we know that there's at least one flaw, as my colleague from georgia just indicated, and that is the problem with indexing. and just as we have had to fix the a.m.t. every year, we will have to do that with this or else more and more people will be caught with this bill as it is proposed. they continue to assault those who create jobs on the very day that the president is having a conference on jobs. they want to seem to be doing something positive while really doing great damage to our economy and hardworking americans. and,

ms. foxx: thank you, mr. speaker. in january, president obama and congressional democrats promised spending another $1 trillion would create jobs immediately and that unemployment would not rise above 8%. almost one year later millions of americans are still plagued by unemployment and many are struggling to make ends meet. in october, 190,000 jobs were lost and more than 2.8 million jobs have been lost since the so-called stimulus was signed by president obama. the american people continue to ask where are the jobs? i can safely say the answer lies in the house republican economic recovery plan. our plan provides targeted tax relief for working families and small businesses. just as american families must improve their economic situation through fiscal discipline, so, too, must this congress. house republicans are passionately committed to creating jobs and getting the american people back to work. i yield back. the speaker pro tempore: the gentlewoman yields back the balance of her time. for what purpose does the ge
