ms. grisham for five minutes. ms. grisham. ms. grisham: in new mexico we have one of the largest per capita federal employees in the country. i have 50,000 federal e employees in my home state. i am on their side by being incredibly concerned about this. quite frankly, also many other data breaches. the growing cyber-attacks continues to be a serious threat. in fact, two days after my first election, one of the key briefings by one of the national labs which is in my district at kirkland ave -- air force base is the continuing growing concern with cyber-security issues and their continuing response to be pro-active as much as possible and be appropriately reactive once you have an identifyable breach. given the data breach at o.p. m. and at home depot and at target, anthem, it's clear to me that not only does the federal government have a role, but we have a role in working to protect the government in general from these continuing series of cyber-attacks. i recognize there is not a simple solution, otherwise we could stop this imm

ms. lujan grisham: thank you, mr. speaker. at a time when the united states is facing constantly evolving global threats from a ride range of enemies we need to monitor and respond to these threats. our military doesn't have time to wait for the development and launch of surveillance or communication satellites. o.r.f. allows the u.s. to respond to the emerging and often unanticipated needs. they give the military tore launch satellites. these cost effective satellites provide advantages on the battlefield and provide surveillance and countercommunications, space protection and weather data from around the world to assist our military in combating our enemy. don't take my word for it. air force leadership has praised the program as an effective national security tool. o.r.f. is exactly what we need. innovation and greater efficiency with ongoing fiscal constraints. current chief of staff of the air force said we have to look at space as a war-fighting domain and requires us to look at different ways of building, maintaining an

ms. lujan grisham: i would like to thank my colleague from pennsylvania for his work on this legislationand also for his work and dedication on the forestry and -- subcommittee which we lead together. i rise in support of this legislation, the national forest foundation re-authorization act will allow the public-private partnership responsible for the stewardship and management of our national forests and grasslands to continue. this legislation would re-authorize the matching fund program. this program brings non-fd stakeholders together to keep us less prone to fire. this has generated more than $4 for our forests for every federal dollar invested. i have seen the benefits of this program in my own district. since 2010 the new mexico wilderness alliance has received grants from the national forest foundation to assist the forest service in conducting surveys and data collection on the wilderness areas within the new mexico national forests. this data has combated invasive species and improve forest health. our national forests are in dire need of this type of management and restoration
