ms. jackson lee, and a member opposed, each will control five minutes. ms. jackson lee: i am hoping there will be no member that will oppose a commonsense amendment that allows law enforcement officer to be more protected. one might think as i point to this poster of a nurse giving a shot, one might think i would be more in line with the discussion if i put a picture of a police but -- police officer. but i use this to show that a child is squinting in pain for an immunization that won't harm them but someone who stole someone's gun that comes with the national conceal law, may not have a squinting child but a dead child. let me give you an example of the legislation or the amendment that i have in realtime. a north harris police officer in 2008 had a traffic. before he went to this individual that he was stopping, he dutyfully went to the dispatcher, a database to find out who this might be. tragically, it was not soon enough because a gun was taken and he was shot dead. he leaves behind a wife and two children. albeit the fact that i have a child here, beca

ms. jackson lee, is recognized for 60 minutes as designee of the minority leader. ms. jackson lee: i thank the speaker for his courtesies and this opportunity allows the members of the progressive caucus to continue this discussion and as well to continue to educate the american public. it is worth noting that part of the discussion that occurred on the floor of the house is that we have come to this point. if i might say through a peculiar process. some might call it hostage taking but certainly it is a process that has skewed, if you will, the regular order of this congress. this little book, the constitution of the united states, that can fit into a document of this size, even though it is found in law books and many major large-sized books found in the library of congress, hopefully convinces the american people of the wisdom of the founding fathers. it is noteworthy that they do not include a balanced budget amendment in the first group of amendments called the bill of rights and even as they proceeded they took the challenge of speaking to any number of issues. th

ms. jackson, a number of folks in this room, they have been in the struggle a lot longer than me. the compliance of section 3 that has been referenced by a number of you, i work with dominica and the housing authority. it is good faith, it is not a mandatory compliance. the first source is good faith. redevelopment policy is good faith. the new policy is mandatory, but a lot of these projects are not subjected to that. what good faith means is that we work hard getting folks ready, we spend a lot of money looking at -- there are a number of cbo's the receive those dollars to get the folks reheaready. we contacted out to help get the folks ready. to the degree that it is a perfect system, i get criticism on both sides of the i/o. i think it is a collective process to try to figure that out. hunter's view, i thinkw e have -- think we have some decent numbers of there. it is impossible to get the folks to see that. we are working hard to figure that out. the three policies that have been on the books for a number of years have been the full faith federal requirements. there is no man

ms. jackson lee, for five minutes. ms. jackson lee: i thank the speaker. before i talk about my topic of protecting our children, i want to acknowledge first of all the coming thanksgiving and the many people who are impoverished in this nation. we need to pay attention to and particularly our children, which is the largest percentage of those impoverished are children in the united states. for that reason i think it is important that as we begin this discussion on the supercommittee and its responsibility that we look at the responsibility to the american people. and if we cannot fairly bring in revenue and balance the cuts on the most vulnerable, we should go to regular order. let me also welcome our troops that will be coming home and i will be initiating in houston an idea that every single school will have a welcome home troops all over the community and not one tree will be left undressed, if you will, to make sure that none of our soldiers walk down any block in a lonely way and not know that they are welcomed and loved. and thirdly, i'd like to say

ms. jackson lee: i thank the speaker very much. we cannot forget our children and i ask that this body not close the doors on the good samaritan. let that person in. i would encourage the support of h.r. 83 that has focused on protecting our children from bullying. i have founded and co-chaired the congressional children's caucus with my colleague from illinois, a bipartisan caucus, that wants to remember the children. h.r. 83 i would encourage my colleagues sign on to h.r. 83 so we can have a national statement against bullying and begin to fund the best practice that is our communities can work on to protect our children. then i want to ensure that the 2.5 million americans that will lose their unemployment in 2012 are protected. let's determine that those who have worked not be left in the cold without unemployment benefits. as we look toward veterans day, i want to publicly say i oppose any cuts on veterans benefits by the supercommittee. i stand in support of our veterans and declare if they gave us a promise and willingness t

ms. jackson lee: madam speaker, thank you very much. i apologize for my rasspy voice but my fashion for -- raspy voice but my passion for standing up overrules my voice. i am speechless combined with outrage and anguish over the little boys that have been sexually abused. it is not a question of football and what is king, it's not a question of what state it is and what great university it is. it is a question of adults in institutions ignoring the pain of these children. it is documented that it takes two years before a child is willing to talk about sexual abuse. and in my own state today an 18-year-old took her life because she had been sexually abused by the family member and finally it was investigated, i don't know how long the law enforcement took to investigate it, but she finally took her life with the belief that no one would be prosecuted. so i'll be introducing legislation that will immediately suspend all federal funds of any institution that is found to have covered up, employed someone who has been engaged in sexual abuse

ms. jackson lee: mr. speaker, sending the training that my mother gave me, i will again say that i stand here unaddicted and recognize that there are those who are addicted to throwing the vulnerable on the trash heap of life. time and time again in those budgets that assume my good friend, mr. nadler, voted against, that he refused to throw the vulnerable on the trash heap of life. we come again to a time when we want to abdicate our responsibility under the constitution, but my friends, i want to remind that you time and time again the republicans came back to that tired, old formula, balanced budget amendment, and time and time again they were rejected. this constitution is sacred, it has nothing in it about the balanced budget, 26 amendments and they have been rejected. why? because they don't want to do the job that the people of the united states have sent us to do. the job that says, give and take on how we fund this government. someone wants to talk about state governments, yes, 49 states have a b

ms. jackson lee: thank you very much, mr. speaker. one of the reasons that i rose to the floor of the house to oppose the balanced budget amendment, and i hope the american people and our colleagues can see the value of a vigorous debate. i applaud the rules committee for allowing us the time to deliberate on the issue of a balanced budget amendment. it's for the very reason that my good friend and colleague just spoke about, our young people and opportunities for jobs. i join him in finding pathways for young people to be transitioned into jobs and others into jobs along with a college education. the north forest independent school district, a small school district in texas designated to be closed by governor perry, texas education, agency is trying to do just that. to have job training, to have partnerships with the houston community college, and i congratulate mr. ivory ahorn for getting some 7,000-plus signatures to oppose the closing of this school district. a high school that is on the verge of training individuals in the trades

ms. jackson lee: madam speaker, i'm delighted to join my colleague, congressman clay, before i do that let me rise as well to express my support for the gabe zimmerman legislation we will address today and pay tribute to his bravery and loss. we come to the floor today as partners with many in this congress against voter intimidation and to speak on behalf of the congressional black caucus to collaborate with many friends across the caucuses and across the interest of the democratic caucus and certainly we hope to include our friends on the other side of the aisle. since the 2010 election, over 40 states have implemented voter i.d., voter suppression laws. madam speaker, we are not against knowing who is voting. but we are against the turning back the block of what the voting rights act attempted to do some 40-plus years ago. when before that time poll tax was utilized or asking those from the african-american community how many jelly beans were in a jar. just recently i sent a letter to the u.s. attorneys office regarding voter intimidation and voter oppression. we rise today to say that

ms. jackson lee: mr. speaker, one day before the nation gathers to commemorate veterans day, a day that brings all of us together, it saddens me to come to the floor of the house and announce under the leadership of governor perry, on november 10, in texas, the department of motor vehicle board will be voting to authorize a state issued confederate license plate. now, i realize that our work here in the congress is about passing the jobs bill, of which we are advocating to do so, but i think it is a disgrace on the history of this nation that a state elected agricultural commission by the name of mr. patterson continues to push forward this untimely and ill fated action. the confederate flag does not protect or honor confederate soldiers. you can do that in museums. the symbol of the confederate flag is that of the clansmen of the late 1800's and early 1900's, the jim crowism of the 1940's and 1950's, it's an ugly reminder of the past of our history. it's to take america forward and texas forward. i will
