ms. jackson said its on bayshore boulevard. the building open the site as constructed as a safe way grocery stores and included an asphalt parking lot. it's with the retailer company. prior to this site it was used by safe way including big lots. grocery outlet seeks this retail space and therefore they require a land use in order to open for business on this site. they will be providing 50 off street parking spaces. although those spaces currently exist in the asphalt lot the determination it was required for the most recent opulent i occupant hadn't used those. the groceries is a third generation owned business established in 1946. they're known for providing low-cost option forces their customers they have fresh vegetation and meat and other items. they want to return the site to a whole service grocery stores. here's an image of the site. it's design is a product of the time and function. it's straightforward but it includes some mutual landscaping and some fencing which they will keep. the parking lot is a plan asphalt lot

ms. jackson lee: mr. speaker, we are here on a saturday, and we are probably in the, i don't believe it crowd, not because we are here on a saturday, because the people's business must be done. i hope that the backdrop of the u.n. resolution that dealt with 15 countries that stood together to bind themselves against syria's holding of chemical weapons, may be an example for the coming together of this body , something historic happened because people listened to each other. and i would hope that as we move towards some mode of peace, as we work to reconcile the terrible violence in syria, the killing of syrians, but first by ensuring that those chemical weapons do no harm to anyone in this world, the republicans can listen and understand that it is always the other person's interest that should be promoted and put first, and that is to say that this nation must fund itself and we must pay our bills. a good lesson for once from the u.n. we all would do well to understand we can work together. i yield back.

ms. jackson lee: mr.peaker, in the midst of serious discussions on america's next step forward, on issues involving syria, i rise simply to talk about local issues and issues impacting many americans. one of them has to do with foster care and the situation of foster care in my own state. one dealing with children who have haged out -- aged out in the city of houston and there are no facilities for them to be able to utilize, except for a few and like little audreys which is under siege and which we're trying to draw the attention of the community to try to help those children and young people who have no place to go. and then to provide more counselors for foster care children so they have a lifeline while they're in the foster care system. finally, some good news. i want to salute the zion ministries, the church that i joined yesterday, where they received their mark of historic preservation in the fourth ward friedman's town area. in our local communities, good things are happening and challenges are h

ms. jackson lee: i thank the gentleman from new jersey. i rise today to ask the incredulous question of how many times do we have to say no? and how many times does the american people have to say, take your hands off my good affordable care act that has allowed millions of americans to have preventable care? that has been poised to attack the scandalous high percentage of uninsured in the state of texas being the number one state with uninsured persons. how many times? first of all this bill is frivolous. and the reason is because there is a construct in this bill, the affordable care act, to deal with all of the questions that they have asked. first of all it will require that individuals will have to submit the projected annual household income. all income data submitted through the marketplace will then be checked against i.r.s. data, social security data, current wage information. if there is inconsistency the marketplace will require additional documentation. marketplaces will check employer conching information from the applicant an

ms. jackson lee: mr. chair, i think the real message should be that the president should not negotiate against the civil rights of americans. sometimes it's important for those of us who have had life experiences to reflect on them. i remember as a younger girl, writing in a segregated -- riding in a segregated rail car. isolated from others because of the color of my skin. civil rights has expanded, but there are many who stood against it. the 1957 bill, the 1964 and 1965. americans will find out that health care is a civil right. and that this is one of the most historic and life-changing bills ever passed, the affordable care act. and rather than stand in the way to defund obamacare, i want to stand with the young cancer victim who will now be able to get insurance. i want to stand with the young child that had leukemia, who was denied insurance and died. i want to stand with small businesses who will now be able to provide health insurance for their workers. i want to stand with understanding that in

ms. jackson lee: thank you very much, madam speaker. it gives me great opportunity to se today to absolute and praise dr. thomas f. freeman. educator, scholar and legendary coach and teacher of the art of debate at the historic texas university, supporting the historic texas southern university debate team. for those of you who have not heard of that team, i ask you to look closely at the number of awards that it has received because of this great educator. he comes from a great family, with a great wife, who is also an educator. today i rise to salute him as a first-ranked scholar. but a person of great eloquence and talent and oration. someone who was inspirational to the rev rands dr. martin luther king and the honorable late congressman barbara jordan, my predecessor. a prodigy himself, dr. freeman grad from virginia university at 18 and went on to become a professor at virginia union before his 30th birthday. he would later receive degrees from andover school, harvard university, chicago divinity, the university of vienna-austria.

ms. jackson lee: just last week in houston, texas, beginning of the school year, we experienced an enormous tragedy of the loss of a young man in school violence inside one of houston harris county's schools, high schools. i rise today to give sympathy to the family of joshua bussard and friends, teachers, parents and administrators for an it is an unspeakable act to have an incident that causes children to fear the very place that they should be safe and secure. i look forward as all of our elected officials and law enforcement have already offered their commitment and time to work with the young people to restore their faith in the sanctity and security of schedules but more importantly to speak to the issues of bullying and speak to the issue of violence and work with the parents to be able to say that the cessation of violence in america's schools must end and end it in terms of knives, guns and children must feel loved. we look forward to coming to your school district and standing with the children to ensure that they know that there are those in the united states congress, like my go

ms. jackson lee: i heard pow, pow, pow, then for a few seconds it stopped, and then pow, pow, pow. i just started running. the sentiments of this newspaper fell upon me and many other americans, the word "again." another mass shooting in the united states of america. now at the naval sea system command at the naval command in d.c. coming from texas reminded me of the horrific tragedy and terrorist act of fort hood. if you could not call this terrorism you could call it a domestic rampage but what you could call sit a failing of what we in the yeats congress have not done, to pass universal background checks and to focus on the mental health needs of those who are disturbed and might cause the havoc and loss of life for so many that families today mourn. the question becomes, as we stand here today, how much longer will it take us to pass sensible gun legislation to stop this violence? i pray for those who lost their life, mr. speaker, and i ask this congress to act and pass universal background checks and the stopping of these idiculous top secret outsourcing. the speaker pro tempo

ms. jackson lee: i was in my office, congresswoman, i could you and i to hear wanted to come and applaud you for educating this house on issues of federalism, local control and also reintroducing them to washington, d.c. that gained local control and gained e right to elect its local officials and also, maybe most people don't know, has an operational budget that's balanced and in actuality could continue to run its services for its people as the congresswoman has indicated be for the pass-through that's reared here in the house of representatives. so i simply wanted to come and applaud you and say, a government shutdown is for naught. it is not good for anyone. and it is shameful that it is tied to the defunding of obamacare when the millions of washingtonians who are here, who dutyfully provide for this house and this senate and all of those who come in and out of washington, d.c., the millions of tourists, the international guests, and that we would dare tell them without a vote, without a voice, in terms of the voting voice, to say not only are we shutting down the government that's
